In tendering his resignation, Nes- bitt charged that council had refused to call a meeting to discuss rewriting the building by-law. Houses, he said, were being built without permits and "many residents are living in low- type housing, ranging from garages, cellars and shacks to chicken coops." Nesbitt said that on two previous oc- casions he had moved that the by- law be amended to improve the stand- to get the support of council. Although council would not guar- antee results, it promised to co-oper- ate in moves to tighten the by-law if Mr. Nesbitt withdrew his resigma- tion.
