Recognizing, however, that the status doctrine does not jibe with some existing statutes or usages the conference provided for a committee of jurists representing the Mother Country and each Do- minion to reconcile any conflicts between the enlarged autonomy of the Dominion, and any law that op- erates in conflict with it, It is this body which the Canadian Govern- ment wants to get functioning, The matter was discussed with Hon, L. C. 8, Amery, Dominions Secretary when he was here last winter, and it is now being pressed again. Last session in the House, C. H, Cahan inquired as to when the body would get busy. Specific Obstacle. The Colonial Laws Validity, Act is one specific obstacle to the equal- ity of status theory, although, as its name indicates, it was passed in the colonial days. It provides, generally, that when any colonial or Dominion statute conflicts with an Imperial law the latter shall pre- vail. Critics of statutes equality have properly cited this Act as con- trolling evidence that nothing has been changed by the Imperial Con- ference declaration or can he so long as as the statute referred to exists. To this argument color is lent by the judgment by the Privy Council as to the wunconstitution- ality of the Canadian Act which sought to abolish appeals to Lon- don in criminal cases. Two other sons were killed in the War. Mr, Harms- worth was first elected for the Isle of Thanet in 1919. The late Lera Northcliffe and other members of the family for a long time had vesi- dences in this area of Kent, and their influence has done much to increase its popularity as a holiday resort, Mr. Harmsworth entered the House of Commons with the inten- tion of pursuing a special "anti- waste" campaign.
