Italy's reply to the Franco-British naval agreement, in which she sup- ported substantially the United States thesis on naval armament, made a new shuffle of the cards apparently inevitable. The United States reply, In which that nation emphatically re- jected the British-French plan, al- ready had been received, and the Japanese reply is en route. When the replies all have been consider- ed, the Government may issue the complete text of the naval accord and the correspondence thereon in the form of a "white paper." Oabinet Summoned The Cabinet met yesterday and the subject was probably discussed although it seemed doubtful wheth- er any action would be taken be- fore Parliament reconvenes, The main points of the Italian g | note had been expected in advance here and did not cause great surs prise. Italy declared herself in fav- or of a limitation of total naval tonnage, instead of limitation by classes. The United States favors the total tonnage idea, because it would permit that country to have the long-range large cruisers and place no limitation on smaller eruis- ers and submarines, an unlimited number of which would be to the great advantage of both countries Italy also expressed herself in favor of including aviation forces in naval and land disarmament. considering all three branches as a whole, She likewise urged the ex- tension of disarmament to all coun- tries, which would include Russia. A Fresh Start A new discussion of disarmament suggesting elasticity of categories within the limits of a total restric- tion of tonnage, would mean almost a fresh start in seeking a basis for general arms limitation, The diplomat concerned in the discussions complained humorous- ly: "I suppose we must wrap our heads in wet towels again." He re- ferred to the mental travail the conferees have gone through to reach the stage of discussion attain- ed so far, ---- WILLINGDONS MAKE CHRISTMAS PLANS Their Excellencies Expected to Visit Quebec for Festive Scason Quebec, O¢t. 11.--Their Excel- lencies Lord and Lady Willingdon are expected in Quebec at Christ- mas, to officially {inaugurate the vice-regal quarters at the Citadel, The date that the King's repre- sentatives will arrive here will on- ly he fixed after Lady Willingdon returns from England next month, but they will he here to spend the Christmas season. AMERICA SUFFERS FROM PROHIBITION Opinions Delivered by For. eign Doctors at Con. vention of Surgeons Boston, Oct. 11.--Prohibition is ruining the health of the Ameri can people in the opinion of noted® foreign surgeons attending the convention of the American College of Surgeons, which opened here Monday.
