CEASES NEXT YEAR Four Railways Combine to Monopolize the Whole Property New York, July 16,--The Unit- ed States railways today anmounce- ed definite plans for taking over the country's express business, Presidents of four of the larger railways are appointed agents with broad powers to acquire either the assets and property of the Am- erican Railway Express Company, or its stock, and to organize a new corporation, Railway Express Ag- ency, Incorporated. Representatives of 66 railways doing most of the nation's busi- ness have agreed they will not ve- new the existing contract with the American Railway Express Com- pany when it expires next Feb. 28, and all are"expected to co-operaie in the plan for taking over this business. The agents, who have virtually unlimited power in negotiations, are W. B, Stowery, President of the Atchison, Topeka & Santa Fe Railway; W. W. Atterbury, Presi- dnet of the Pennsylvania; P. E, Crawley, President of the New York Cntral, and Carl R. Gray, President of the Union Pacific. Appointment _ of the agents as announced today from the office of N P. Ballou, assistant to the chair- man of the Association of Railway Executives. Details of the plan were not made public, although it was said that the committee re- port was practiclly ready for mail- ing to railway executives. It was learned that the report contains complete details for the formation of the new company, which will be owned by all partici- pating railways, for the conduct of the express business in the future. While it was said that the agents probably have the power even to | renew the existing contract if it is | desired, it is understood that this will not be done under an agree- | ment between railway executives.
