House Raises Novel Point London, April 2,--P, A. Silburn, ex-member of the South African Parliament, in a letter to the Daily Telegraph raises a novel point when he says: "Hertzog stated that in the event of war involving Great Britain, the rest of the Empire in- cluding South Africa had the right to remain neutral, If this be a cor- rect definition of higher status con- ferred upon the Dominions at the last Imperial Conference, then are we to understand that in the event of an over-populated foreign power taking certain hostile measures against the anti-immigration laws of British Dominions, that Great Britain has the right to remain neutral? "Hertzog cannot have fit both ways. That the proceedings of the late Imperial Conference are vague and open to misunderstandings is proved by the fact that at the mo- ment Hertzog is claiming the right to neutrality, Mackenzie King is proclaiming the impossibility of such an attitude on the part of Canada. It is always understood that when the King fs at war his subjects are at war, if Hertzog's contention is right we must seek 2 new definition of the word; 'loyal'." .
