N. Gowdy, 481 Simcoe street north, is named comptroller to succeed Mr, Brown who held that office until his being promoted vice president and general manager on Monday, H. R, Wilber is named assistant treasurer of the company, Both these major appoint- ments were made at the instance of the general manager, Comptroller Gowdy also made two important promotions in his depart- ment affecting local members of the staff, Harold E, Pierson, resident at Thornton's Corners, was appointed chief accountant; and Sidney J. A. McGibbon. Ambrose was eonvic- ted of the theft of two automobile tires and tubes from Louis Pleau, who lives on Conant street. Am- brose admitted taking the tires but stated that he intended to pay Pleau for them, In letting him off on suspended sentences the magis- trate took into consideration his youth and also his previous record, He issued a warning. however, that people who make a practice of dis- mantling cars will be dealt with severely if they are brought before him. Marie, Ont., Oct, 25-- Mack Ellis, of Blind River, is dead as a result of attempting to swim Missigsaga River in an effort to evade arrest. Ellis was being sought in connection with an accident and when officers chased him he took to the water and drowned. FIRST APPEARANCE FOR CROWN HERE J. A, McGibbon, New County Crown Attorney, Congratu- lasted By Magistrate J. A. MeGibbon, recently appoint- ed Crown Attorney for the County of Ontario, made his first appear- ance for the Crown in Oshawa Po. lice Court today. In congratulat- ipg him upon his appointment to this office, Magistrate A. F. Hind expressed his confidence that Mr. McGibbon would ably fulfil his du- ties and follow the precepts of those who had preceded him in that of- fice. The Crown Attorney, he said, is entrusted with important respon- sibilities and with a large part in the administration of justice with- in his district. In reply, Mr. McGibbon thanked the magistrate for his greeting and said that he fully realized the re- sponsibilities that were his. The administration of justice in the County of Ontario, and especially in the City of Oshawa is no small mat- ter, but he. assured the court that he wouid endeavor to do his duty without shirking. Such recommen- dation is based 'on the pupil's stand- ing for the school year. Mr. Cannon points out that only the junior years of public school stand monthly examinations. With them the monthly test is distinetly educational. serving to fix important facts on their minds. The older pupils, however, are examined every two months, and this system keeps the teachers com- cerned in dose touch with their progress. Asrest of Galt Civic Official Creates a Sensation in That City (By Canadian Press) Galt, Ont, Oct. 25--Something of a sensation was caused here today when Peter Gowan, for many years super- intendent of the local waterworks de- partment, Jas charged in court with the theft of a small amount from the Public Utilities £ommiegion and re- deemed inadvisable to hold general tests at the end of September. ~~ manded for a week U.S. BORDER POLICY TO BE KNOWN SOON Six Months' Grace Allowed Non-natives to Get on the Quota List MAY EXTEND TIME Between 5,000 and 6,000 Will Not Get on List in Time (By Associated Press) Washington, Oct. 25--It is under- stood that the government's policy regarding Canadians born out of the Dominion, who have not qualified un- der the quota law to commute daily to positions in this country, will sh rtly he revealed. Six months' grace is al- lowed these border crossers to get hemselves on the quota list expiring on December 1, and it is a foregone conclusion that many non-native Canadians who were working on the United States side and living in Can- ada when order was issued in Wash- ington, will not have obtained places on the quota by December 1, It is said there are five or six thou- sand who will not be on the quota list in time, only a few hundred having heen actually regularised under the law since that time. The Canadian Press learns that only a few hundred more have applied and this suggests that Canadians hace not shown any great anxiety to conform to law. Officials regard the failure of non-native Cana- dians ot declare their intention of getting entry as soon as possible is difficult to understand. Whether or not the Labor department is prepared to grant a further extention, is not known. Officials decline to discuss tha' point, but Canada has the assurance that such extension will be recommen- ded by the secretary of state of De- cem first finds any considerable num- ber of non-native Canadians in dang- ger of losing their jobs. WATER WILL BE SHUT OFF IF ACCOUNTS ARE NOT PAID SHORTLY Three hundred Oshawa citizens face the penalty of having their water ser- vices disconnected in the near future for non-payment of quarterly water rates. At is stands. the 300 concerned have incurred the first penalty which is a delay charge of one dollar which each must pay in addition to the amounts stated on ther bills. Drastic action in the matter of dis- connecting water services will not be taken until a reasonable time elapses after the due date fo rquarterly ac- counts, but notices are being to those in arrears advising prompt payment. Oshawa's quarterly water bill totals some $25000, which js about the aver- age of each quarter for the year. AUTOS DAMAGED IN COLLISION Motorist Turns Across Street Crashing Into Another Car on Simcoe St. North Considerable damage was done tw two cars that collided on Simcoe street north when a motorist triea to take a left hand turn across. the street from the middle of a block. J. E. Sewart, who resides at 109 Simeoe street north, was coming south on Simcoe street when he tried to turn into his own driveway, om the opposite side of the street, In making the turn he crashed into a e sedan owned and driven ey Dan Guiltinan, 17 Bond street east. Giultinan was going morth at the time and was caught right in the path of the Stewart car. Both ears were damaged consider- ably, Stewart's car is a Chevrolet sedan, having the fromt axle and a wheel, as well as other parts dam- aged. The plot was discovered in letters 'n pos- (Continued on Page 3) COURT DISMISSES TENANCY APPEAL Judgment in Favor of Plain- tiff Upheld By Appellate Court The Appellate Division of the Sup- reme Court yesterday handed down a decision in favor of the landlord in the case of Robert Henderson versus I. Poules, both of this city. The ac- tion was one of tenancy where the cccupant, J. Poules, was ordered to vacate the premises and later when the action was upheld by Judge Thomp- son in county court last Julv the ten ant appealed. Yesterday the Appellats Division of the Supreme Court up- keld Judge Thompson's decision and dismissed the appeal with costs. The tenant, Poulcs, was ordered to vacate the premises on Simcoe street, by His Honor Judge Thompson in county court on July 22, 1927. The landlord was represented by VW. E. N. Sinclair, KC, M.P.P. SLANDER CASE IS WRITTEN OFF (By Camadian Press) Humboldt, Sask., Oct. 25.--The closing chapter in the slander case launched against M. N. Campbell, M P. and W. J. Smith, by senator Jacques Bureau, former Minister of Customs, was written off in Court late yesterday before My. Justice Taylor. The finish will be writter with the verdict of the jury which retired at 9.20 last might. Charges arose out of the so-called allegia- tions concerning the customs eorrup tion. Parliament May Meet Early in the New Year (By Canadian Press) Ottawa, Ont., Oct, .25--A report is that Parliament will meet early in the New Year and it is likely, ac- cording to the Journal, that the government will ask for a million dollars for ex ropriation of the Russel House block, in a scheme for beautifying the Capitol. T Best, of Kingston, STOLEN MOTOR CARS ARE RECOVERED Two of the cars whi; 'h were re- ported stolen over the week end have been recovered, according to information receivel by the local police office Since there were no "orther thefts reported to the po- lice during the past twenty-four hours, this makes the theft situation in Oshawa look somewhat better. One of the cars recovered was the ord coupe owned by Mr, Oliver E McClaren, 229 Verdun road. The theft occurred on Saturday evening when the car was parked on Athol street - west and the car was located vesterday on Celina street by loeal police oficers, The other car found by its owa- ers was the one which had been parked opposite 90 Church street for over a week and which was missed Sunday by its owner who re- sides in Toronto.
