Councillor Mowat suggested that the several contractors who are in- terested in the matter should act jointly in petitioning the Govern. ment for some relief from the pres- ent situation, APOLOGY OF CHI MIGHT SATISFY Settlement of Threatened Ac- tion Against Town of Whitby Expected (By Staff Reporter) Whitby, Oct. 18.--A settlement of the threatened suit against the Town for damages for false arrest brought by A. G. Browning on be- half of Oscar Foster who was arrest- ed two weeks ago on a charge of vagrancy, is likely to be effected shortly. In a letter following that in which notice of instituting the suit is stated, Mr, Browning stated that, withouy authorization by his client, he believed that a suitable apology from the Chief of Police would be sufficient to satXfy his principal. ' At the Council meeting last night, Reeve Jackson said, "I don't believe we should ask the Chief to apologize to any man for having done his duty. I don't know all the circumstances i but 1 believe the situation was due to the man's refusal to give'a proper account of himself." The Mayor, Chas. Broughton, Chairman of the Applications Committee and the Chief were instructed to attempt to arrange a settlement and failing in this to turn the matter over to the solicitor. 4 The view or the Council was that the Chief had done only his duty in holding the man, while regretting the indignity which had been done to a man who was later shown to be entirely reputable. The Mayor also commented on the publication in a Toronto paper of an account of the arrest which stated that Foster was suspected of com- plicity in recent burglaries, a state- ment which the Chief denied having authorized. Montreal, Oct. 18---An official statement issued by the Amateur Athletic Association of Canada and the Canadian Amateur Swimming Association announces that articles of agreement between these bod- les have been signed. A break in the relationships between these or- ganizations occurred: some four years ago, and although the recent relationships have been most har- -monious, it has been felt desirable "to have a definite agreement be- tween both organizations, The articles of agreement state, among other things, that the Cana- dian Amateur Swimming Associa- tion shall be recognized as the governing body for amateur swim- ming, diving and water polo for the Dominion, with full control. Open events, however, shall be sanctioned by the AA.U, of C. Both bodies shall recognize, sus- pensions made by each other and reinstatements can only be made by the body making the sugpension.
