"If Italy one day decides publicly to make amends Before the whole world by a just act of reparation, we are; suge she will honor her word without the need of foreign intervention." This marks a complete reversal of policy from the Osservatore's stand expressed as recently as last Saturday. It also removes one great obstacle in setting up a tiny independent state for the Pope, since Premier Mussolini has declared he could never agree to in- ternational interference in any settle- ment ori negotiations with the Vati- can. The Osservatore's proposal is crea- tion of a tiny independent principality which would include that section of Rome occupied by the Vatician and St. Peter's. It would be small enough to be no threat to Italy, but would give the Holy See that temporal pow- er which it demands as proof of its complete independence.
