Irrespective of the report which would be pre- pared and submitted to the Govern- nor-in-Council, the investigation had been worth while, "said the chief commissioner. At times counsel had been required to press witnesses hard, and auditors had found it necessary to be. unrelenting in their search for truth, but it had all been done without friction and, the commis- sion believed without antagonism. Hon. N. W. Rowell, K.C., on be- half of counsel and others associ- ated with the work of the commis- sion, thanked the commissioners for their kind remarks. R. L. Calder, K.C., also expressed the pleasure which it had given him to work with the commission and his fellow- counsel. Tomorrow the commissioners will meet in conference and it is ex- pected that preparation of the re- port will probably occupy some weeks, This morning H, L. Carson, spe- cial preventive officer of the De- partment of National Revenue, gave the Royal Customs Commission some conclusions which he reached after investigation of L'Union Com- merciale France-Canada, of Mont- real, The investigation took place in Januray, 1922, and Mr. Carson said he found that considerable du- ty had been unpaid or short paid by this firm. The company dealt in patent medicines, ete. False Invoicing J. I. Eddy, of Montreal, was given as the active member of this or- ganization. Mr. Carson stated that false invoicing, misdescription of goods, failure to declare packing charges and other methods were uti- lized in order to evade duties. Ap- praisers "had failed to detect the frauds. Mr. Carson made his. report in January, 1922, but. commission counsel stated, no action was taken for nearly five years. Then, a depo- sit of some $14,000 was exacted from the firm, subsequently, a part of the deposit was returned. Mr. Carson could not say why there had been such delay in dealing with this case. R. L. COUNTESS CUNLIFFE- OWEN WAS AUTHOR OF FAMOUS BOOK (By Associated Press) New York, N.Y, 'Sept. 14.--The recent death of Countess Cunliffe- Owen brought from a member of the household the disclosure that she was author of the book *Tthe Martyrdom of an Empress," a bio- graphy of Empress Elizabeth of Austria, published anonymously in 1899 a year after the assassination of the Empress by an anarchist in Geneva. The book attracted wide atten- tion on both sides of the Atlantic, for it contained an extraordinarily dramatic version of the "Tragedy of Mayerling," the mysterious death of the Austrian Crown Prince Ru- dolph and the beautiful Marie Vet- sera, whom he loved, in his hunt- ing lodge in January 1889. It was said that the Countess learned the true story from Empress Elizabeth. Born in Brittany, the Countess married the late Frederick Cunliffe Owen, a younger son of Sir Francis Cunliffe-Owen. They came to the United States in 1885, on a secret diplomatic mission, it was said, and while here their joint fortune was swept away in Europe. Both began writing. Mr. Cun- liffe-Owen served as foreign editor cn two New York newspapers and wrote features based on his know- ledge of European conditions ang personalities.
