But before I start preaching, I would like you all to say, with me, the opening lines of all Mohammedan worship, "There is no God but Dewey and Hall-Dennis is his _ prophet", @ most appropriate beginning because I can find nothing in the Hall-Dennis Report that basically was not said by John Dewey and his disciples back in the twenties and thirties. Probably only a few of you heré, who happen to be older, will recall the impact of the philosophy on the educa- tional system of Ontario and how the school teachers of this province, in spite of the fact that the philosophy was em- bedied in the Ontario Programme of Studies for Grades one to six, nevertheless were able to keep the schools operating in & relatively sane manner. They were under pressure from the Department to a considerable degree and from, of course, the would-be educational pundits who had adopted the doctrine of progressivism as it was being propounded in the United States. At thet time there was a great deal of pressure indeed upon the schools to change their concept from the viewpoint of atriving for achievement toward the viewpoint of permitting any activity so long as it seemed to be of some interest, shallow or otherwise, to the sutdents. Tem not sure that we would heve succeeded as well as we did back in the thirties if it had not been for the fact that Mr. Thornton Mustard unfortunately met his death by drowhing at the time thet the Athenia was torpedoed in I939, He had been the thinker behind the Grade one to six Programme and he was firmly of the belief that its doctrine of permissive- ness should be carried on at least to the end of Grade ten. His death and the advent of World Wer II are probably the reasons for the permissive philosophy of that time lessening and permitting us to keep our schools as centres of learning where achievement was paramount. _ dn thinking of what I might sey today, I was sorely tempted to go directly to the list of recommendations, some 258 in number, and take from them the ones that appear to me to be the most ridiculous, I think in all fairness I mist say that & number of the recommendations have real merit. contimed,, . It is difficult to teach French if you are speak- ing Urdu or Swahili. I would not want you to think that I am completely critical of the whole Report. For example, I think the member of the committee who did tie finger paint- ings on the frontis ofthe Report did'a very excellent job of finger painting, if you like that sort of tiuing. And thi. © very illustretion seems to so typify the essentials of the Report. It is an excellent example of feeling without think-| ing. You may have seen in the press this fall, a criticism of Ontario teachers and their unwillingness to read the Hall- Dennis Report. It appears that F.W.T.A.O. had teken a poll and found that a rather small percentage of the membership « had actually read it. The Telegram of Toronto, which is not only omniscient in all matters of education, but equally so in politics, science, foreign effiars, the military and you name it, came out with an editorial suggesting that all Ontario teachers be forced by regulation to read the Report - and then write an examination on it so that the superintend- ents would know that the reading had been done. I have a personal sympathy for the teachers who had failed to read the Report because when I started to read it in late oe 1968, I got stopped by what I read on page 9. I cannot blame the teachers for not continming after that point. This sec- tion is headed "The Truth Shall Make You Free", a statement which not only has the endorsation of the Bible, but also of Victoria College in the University of Toronto, where they have taken it as the motto.
