They were the first of ten provincial groups to.conduct an all day seminar to study the Hall-Dennis Report .- Ola Reith, a member of the Hall-Dennis Commis- sion, was guest speaker, and answered numerous questions asked by the delegates to the conference. While imparting the spirit of the report to the delegates, Miss Reith shared with them some of the "happenings " she experienced in her international travels during the three years the Commission was in session. ce The teachers expressed delight with the report as a whole, however, they questioned the implimenta- tion of it in its entirety. The present tax structure and grant system is not adequate to provide suffic- ient funds for all the recommendations. However, articles 257 and 258 state: "Give urgent and im- mediate attention to a search for new ways of fin- ance that will eliminate the residential property tax as a source of support for education and ensure quality without loss to local prerogative. 258. Seek, through the Council of Ministers of Education, means whereby federal monies can be distributed to the provinces for educational pur- poses, without infringing upon their rights in mat- ters of education." The cliche, "Rome was not built in a day" was heard often throughout the day. Teachers expressed the need to move slowly but definitely, adopting the recommendations that are feasible at this time.
