Education is one of the most potent weapons in the struggle for supremacy of the two great opposed forces in the world today, And there is abundant evidence that the free world is making less than adequate use of its intel- lectual resources, in marked contrast to countries of the opposite camp, In the ten years from 1948 to 1958, 2,300,000 students left Canada's public and private elementary and secondary schools. Over two million of these went no further, Of these two million, fully one half had not advanced beyond grade 10, and of that one half, 400,000 had no better than elemen- tary school education, These 2,300,000 partly-educated students entered a labor force which, in that same decade, felt the growing impact of techno- logical change requiring ever-higher levels of scientific knowledge and technical skill, It is scarcely to be wondered at that one of the end products of such a situation should be serious unemployment, Can we continue to squander our intellec- tual resources to this extent, in an envir- onment demanding ever greater discipline, and in competition with both friendly and unfriendly nations, who are dedicated to exploiting the full intellectual potential in their human resources? The problem of contacting the mill by telephone during off switchboard hours has grown to such a point where steps must be taken to insure adequate phone service for business purposes, effective March 6th employees are advised of the following procedure: telephone calls to and from the mill, outside of switchboard hours, which are 8 A.M. to 4.30 P.M., are restricted to matters of company business or personal emergency. Pay phones are installe on the Mill premises and must be used for routins personal calls, If an emergency situation develops of a personal nature the employee must obtain permission from his Foreman to use an unrestricted plant phone, The watchmen have been instructed not to place personal calls originating from res- tricted phones (all restricted phones are marked with an "R" in the centre of the dial).
