- Page 2 Terrace Bay News : November 13,195! MILL MANAGER'S REMARKS - Cont'd from Page 1 An almost continuous reduction in accident fre- quency over the ten years of operation. During 1949 our frequency was 13,76, which was consid- ered fairly good for a new mill, By 1957 it had dropped to 1,52. A glance at the wall near the time clocks will show that our safety achieve- ments in these ten years have not gone unnoticed. In the community, similar progress has been "made, Téa years has seen the addition of stores, theatre, post office and other facilities. Schools, churches, and many new houses have been . added, A number of people have built their own : homes, and many others have bought houses from \ the company. The Recreation Centre and other recreational facilities have taken their places 'in the community. Paved streets and curbs are taking the place of 'gravel roads. Soon we will have an elected government to take the place of the appointed Improvement District board, All of these achievements and others make us Proud as we look back over ten years of our his- tory. Proud though we are, it would be out of, character for us to he more concerned with the past than we are with the present and the future. In the mill, we are just starting on the first major change to our. process---the change to chlorine dioxide. Less spectacular are many other ideas for smaller changes and improve- ments, One of the characteristics of youth is willingness to try somethings ¢hat looks better than the old accepted way of doing things, It has been one of the contributing factors in the development of this young enterprise. It is one that we will do well to cherish and maintain in the future. If we do, there is little doubt that in another ten years we will have even greater things to look back on, ~ (Signed) R.G.Shirriff, Mill Manager, Kimberly-Clark Pulp & Paper Co.Ltd., Terrace Bay, Ontario. TOWN DEVELOPMENT - Cont'd from Pg,1 and improvements, Every year since then has seen the steady transformation of the commun- ity into a settled and stable town with all - the facilities of a modern suburban community. This has been achieved through the co-operation . and support of both the Company and the Muni- cipelity, In 1951, development of the Lakeview Sub- Division was started, this being the area west of the hotel and' south of the highway, Since then, sewer, water and electric services have been provided, roads built, and well over a hundred houses have been constructed in this area, many privately owned and built by people, wanting to own their own home, This same year a major decision was.made by the Improvement. District to iystall storm sewers on a program- ized basis and to improve the roads in town, The storm sewer program was essentially com- pleted in 1957 and the curbing and paving of. the streets is well under way, = About this .time, 'other important additions were made to the community, some of these being. TOWN DEVELOPMENT - Cont'd. two beautiful new churches, the twenty- two bed modern hospital, post office, liquor store, bank, theatre, clothing store and railway station. These were soon followed by the modern new Separate School and High School (this was a Continuation School for a short time), A large and important addition to the community was the recrea- tion: centre with its multiple facilities, It is an interesting fact that the Compar provided this outstanding memorial centre and that it is operated by a municipally appointed /Recreation Committee who are also responsible for all other recreation facilities and programs in town, The to- tal cost of this recreation program is borne by the municipality. The Company recognized that some ' assistance was required by residents in improving the grounds around the houses, -With this in mind, a comprehensive progra was started to landscape all the front ya of these homes, This program was essen- tially completed in 1956, Back yards wer also fénced providing people with a defin area to be interested in, and to stop the general habit of taking shortcuts across back yards, Everyone responded to these two measures and the resultant interest taken by townspeople in their yards has made our town a very picturesque comm- unity and a souree of pride to everyone, More recent construction has been the addition of two rooms to both the Public School and the Separate School and the building of an up-to-date service sta. tion by Moore's Motors, We are coming to the end of a controll development era in Terrace Bay. The Improvement District form of government was devised by the Provincial Government to provide a new community with a period of development under controlled, impartia: leadership, The results here have eviden' ly been good, but-now the time has come for this form of local government to give way to the standard type with elected rep- resentatives. No doubt interest in these affairs will be high at first, but let us hope that capable, public-minded persons will continue over the years to stand for office and that the voters will maintain their interest and do their part in select ing their representatives.
