wm 6 -- Scugog Citizen ~ Wednesday, July 5, 1995 Not much summer rest for MP Alex Shepherd With Parliament off for the summer, Durham MP Alex Shepherd says he's looking forward to some time at his Muskoka cottage where he'll do "some real work," like hammering nails, sawing boards or chopping wood. And when he says "some time at the cottage," he means a couple of days here and there. The rest of the time this summer, the rookie Liberal MP will be at work in his riding, dealing with all manner of constituent problems, large and small. In an interview with the Citizen last week, he said constituency work takes in all kinds of situations from UI claims, dealing with Revenue Canada on tax problems, immigration, pensions, small business loans. While an MP is often able to cut through red tape with the bureaucracy, Shepherd stressed. that he can't perform miracles. If a person is not entitled to THOMPSON v GREEN UIC or a pension, there is no way he can turn the situation around. It's that simple. Looking back on his first eight months as an MP in Ottawa and a vice president of the public accounts committee, he said there is a shock a day at how the Nancy Marie, daughter of Don & Marjorie Green of Blackstock and David Kenneth, son of Kelsey & Diane Thompson of Whitby, were united in marriage on May 6th, 1995 at St. John's Anglican Church, Blackstock. Mark Holliday, brother-in-law of the Groom was Best Man; Scott LaPointe, friend of the Groom, and Richard Green, brother of the Bride were ushers. Michael Holliday, nephew of the Groom was Junior Usher. The reception was held at the Blackstock eatin Centre. Robert Green, brother of the Bride was Master of C nies. "There is no question that millions and millions of (tax) dollars could be saved," he said emphatically. He cited an example of truek freight rates in Atlantic Canada that cost the tax-payer millions in subsidies. And then there is the armed forces where the ratio of officers to enlisted personnel is one to four. There are scientists who are hired under government contract who just stay on and on until they are hired as full time federal employees, long after their original work has been completed. He is clearly frustrated at what he has seen. And he said, it's very frustrating trying to determine just who is in charge, who is in control. Three weeks ago, Shepherd and a handful of other back- bench Liberals bucked their own party by voting against the gun control legislation. The Prime M:iaister has threatened disciplinary action, but so far, Shepherd said there has been none. The committees, however will be re-vamped in the fall, so he may find out then if Chretien was bluffing. Shepherd would like to see a revised free vote in the commons. While he has no regrets about voting against the gun law, he would never vote against the budget, Liberal basic economic policy or something as fundamental as the universality of medicare. "People want to see (MPs) be able to think for themselves, not just become voting machines," he said. Last week, he went against the flow in another way by declining to opt in to the pension plan available to MPs. Looking ahead to the fall sitting of Parliament (due to start September 18) Shepherd believes the Quebec referendum is going to dominate the national agenda. The rest of the country must be careful not to over-react to the antics of Lucien Bouchard and the Bloc Quebecois. , "That's exactly what they want.
