RESOLUTION NO: 94-300 Moved by : Councillor Gadsden Seconded by : Councillor Graham WHEREAS the Province of Ontario, through the Ministry of Consumer and Corporate Relations by its staff, have indicated that a licence for a charitable gaming facility will be granted to the Mississaugas of Scugog; ' AND WHEREAS the Mississaugas of Scugog have announced their intention to construct a 25,000 sq.ft. building to accommodate a gaming and bingo operation; AND WHEREAS it is the Band's intention to run the bingo and gaming operation on a seven (7) day a week basis; AND WHEREAS there has been no consultation process with the Council of the Township of Scugog or the Regional Municipality of Durham with respect to the possible adverse impacts with respect to the following: 1.) Adequacy of well water in the area. 2.) Soil bility of handling an adeq septic system. 3.) Astudy to determine whether there is adequate hydro. 4.) The capability of providing emergency services such as Fire, Police and / or Ambulance Service. 5.) Astudy to determine the impact on adjacent property owners. 6.) Atraffic study to determine the impact of the additional vehicles per day on the road and its road carrying capacity. AND WHEREAS there has been no process of information provided to the public or the Municipglity by the Provincial Government; AND WHEREAS access to Scugog Island with a population of 2253 is restricted to a two lane Regional Road for a distance of some eight (8) miles; AND WHEREAS the Planning Act for the Province of Ontario blishes a policy and p dure to provide for agency input and public participation in applications of this nature. NOW THEREFORE THAT THIS COUNCIL go on record as being deeply concerned regarding lack of information and detail about servicing of the site and hereby petition the Provindial Government to take the actions necessary to protect the interests of abutting neighbours and the commuypity at large. All treasures aside, the relative calm of Port Perry was gratefully received on my return and I can only hope that I do not experience such activities again. But as distant as my experience was, it could hgppen anywhere.
