A By-law for preventing Cruelty to Animals, and for other pur- poses therein mentioned, in pur- suance of Sub-Sections 10, 11, 17, 21, 22, 82, 88, 37, 38 and 20, of Section 379, of the Act intituled, An Act respecting Municipal Institutions in the Province of Ontario. The Municipal Council of the Town- ship of Reach, enacts as follows : 1. That after the passing of this By-law, if any person shall wanton- ly, cruelly, or unnecessarily beat, bind, ill-treat, abuse; or torture, any Horse, Mare, Gelding, Bull, Ox, Cow, Heifer, Steer, Calf, Mule, Ass, Sheep, Lamb, Pig or other Cattle or any Poultry, or any Dog, or other Domestic Animal, or Bird, orif any person driving any Cattle or other Animal, by negligence, or ill-usage in the driving thereof, be the means whereby any mischief, damage or injury is done to any such Cattle or other Animal; every such offender being convicted of any or either of the said offences before any Justice of the Peace in the County of Ontario, shall for every such of- fence forfeit and pay (over and above the amount of the damage or injury, if any done thereby, which damage or injury shall and may be | {Racertained and determined by such * | Justice) such sum of money not ex- ceeding Ten Dollars, nor less than One Dollar, with Costs, as. to such Justice seems meet. 2. That every person found drunk or using profane, obscene, blasphemous, or grossly . insulting language or other immorality and indecency in any street, highway or public place within this munici- pality shall be liable to a penalty of Five Dollars and costs for the first offence, and not more than Eight Dollars and costs for every subse- quent offence, to be recovered before any Justico of the Peace in the ing of this By-law it shall not be lawful for the owner of any Dog or Bitch to allow or permit such Dog or Bitch to run at large in this Township, nor to run, follow and bark after any person, horse or horses, whether the said horse or horses be ridden or driven along in this Township, under a penalty of Two Dollars for the first offence and costs, and Six Dollars for every' subsequent offence and costs, to be recovered as hereinbefore set forth by this By-law. 4. It shall not be lawful for any person to set fire to or burn any stumps, wood, logs, trees, brush, straw, shavings, or refuse of any kind in the open air, until he shall have given to all persons adjoining his premises, at least One Day's notice of his intention to set out such fire, nor if the wind is high or blowing stiffly or shifting around into different quarters, nor shall it be lawful to set fire out for any of the purposes aforesaid if the weather is tempestuous or windy nor until every person has been duly notified in writing as aforesaid. 6.
