10 [Ls] Milton Canadian Champion | Thursday, July 26, 201 ( 7s insidehalton.com B COUNCIL MILTON TO MONITOR AIRCRAFT NOISE TOWN TO REQUEST HELP FROM FEDERAL GOVERNMENT ON NOISE MITIGATION MEASURES NATHAN HOWES Coun. Cindy Lunau's motion to install tempo- rary noise monitors and re- quest assistance from the federal government to mit- igate aircraft noise over Milton passed with flying colours at Monday's coun- cil meeting. Introduced in June, Lu- nau's proposal got the green light from council, which directed staff to in- stall temporary noise mon- itors for atleast one month. The monitors will operate 24-7 in an effort to deter- mine the impact of low-fly- -ing aircraft on local resi- dents. Monitoring Sites will be determined in consulta- tion with the community environment and noise ad- visory committee (CE NAC) and Town of Milton. However, potential loca- tions include Moffat/ Brookville, Rattlesnake Point and Kelso conserva- tion areas, as well as Main Street and Thompson Road, and Louis St. Lau- rent Avenue and Thomp- son Road areas. The town will use infor- mation from the tempo- rary naqise monitors to de- termine the best sites for the permanent installation 'of observation procedures and equipment, similar to those provided to neigh- bouring communities, in- cluding Oakville and Hal- ton Hills, in 2015. "The safe operation of aircraft is absolutely para- mount. Nothing should come in the way of endan- gering safe flying. Howev- er, sometimes you have to be a little bit of a squeaky wheel or you end up with all of the problem," said Lu- SONI CERI LIN HEE Hi Ref NG \& Ie EI i HER 1905.8 HEBTHY Vir a) nau, "Without the noise monitoring, we don't know whether it's a fair consider ation or not. It all starts with the noise monitoring stations." In addition, council will formally request that MPs Lisa Raitt (Milton) and Pam Damoff (Oakville North-Burlington) work with Minister of Transport Marc Garneau, the Greater Toronto Airports Authori- ty (GTAA) and Nav Canada to alleviate aircraft noise over Milton. The town will also be sending a letter to Gar- neau, Nav Canada presi- dent and CEO Neil R. Wil- son and GTAA president CEO Howard Eng, request- ing action be taken to fulfil the "clear mandate" of the CENAC to lessen noise em- anating from aircraft in the takeoff, ascent, descent, approach and terminal phases of flight. Aircraft noise has been an ongoing issue for Halton residents, many of whom attended an April Nav Can- ada and GTAA community open house in Milton to voice their concerns. The two organizations began exploring mitiga- tion options with Greater Toronto Area communities in June 2015. Feedback provided by residents helped identify opportunities for noise re- duction in residential ar- eas, which resulted in the development of a Toronto Noise Mitigation Initia- tives -Engagement Plan. The plan highlights six ide- as, including nighttime ap- proaches. and departures, increased downwind speed, continuous descent operations, a summer weekend runway alterna- tion program and preferen- tial runway system review. Jonathan - Bagg, Nav Canada manager of public affairs and community re- lations, told the Milton Ca- nadian Champion at the April 5 forum, that night- time approaches and con- Call us now Protect your Home and Family 905.876.1941 tinuous descent opera- tions, in particular, would have the most benefits for Milton. The approaches were designed to better avoid populated Milton areas, re- sulting in fewer aircraft at night, while continuous de- scent operations allow air- craft to use a much quieter profile. Feedback from the April consultation was eompiled for a public report that will 3 AHIR HHP WASP SEASON!
