London, July 13.--The settlement signed in London yesterday by Fiench Finance Minister Cailleux covers not only the French war debt, but virtual- ly all outstanding accounts between Great Britain:and France. Announce- ment to this effect was made in the House of Commons to-day by Winston Churchill, Chancellor of the Exche- quer. The French payments, he sald, would be £4,000,000, £6,000. 000, £8,000,000 and £10,009,000, rising to £12,600,000 annually, the last named figure being reached in 1930. From 1830 to 1956 payment would be £12,500,000 annually; ris- ing to £14,000,000 for the final thir- ty-one years. ---- OBITUARY Mrs, Arthur Bishop. Boston, July 13.--The police to- day were faced with the most grue- some and baffling murder mystery they have encountered in recent years. The body of a girl, mutilated, dismembered and unidentified, was discovered early to-day by a laborer on a lonely road that runs betwéen two cemeteries in the Manhattan dis- trict. The police believe the young woman, attractive and apparently refined, had been dead a week and that her body had been tut up and Hi packed into two boxes and a burlap bag in which it was found. The only clue left for the police to work of were knots in the cord which bound the boxes. Mr. Walker had been asked On a previous occasion Mr. Hoag was | At a meeting of the Good Roads Committee of the County Council held on Tuesday morning it was de- cided that' the county solici*or be instructed to take wp with the De partment of Highways at Toronto ways and means of providing monay for maintenance work on county highways in Frontenac for this year. : In the budget of 1925 a certain amount was set aside for mainten- ance work on the County Highways System but owing to contingencies this amount was not sufficient, and there was a deficit of about $1,000. The deficit was taken care of in the rate struck for this year, but again the committee finds that the amount raised is not sufficient for the work. It will bé remembered that at the June session of County Council when the budget was struck, the Good Roads Commiteee recommiend- ed that their rate be 6 mills. This report was amended in council how- ever, and the rate was reduced to § mills.
