Connell, president of the Kingston Health Association, has returned to the city from Ottawa, where in company with Mr. J. M. Campbell and Dr. A. E. Ross, M.P., he interviewed Hon. Dr. Beland, minister of Soldiers' Civil Re-estab- lishment, in regard to Mowat hospi- tal, as announced in the Whig yes- terday. An arrangement has been 'made with the government highly satisfactory to all parties. An aver- age of about 100 soldier patients {will be maintained at Mowat for at jlons a year. The delegation also suc- ceeded in securing other concessions, ' such as the construction of the much discussed drain, etc. The Kingston Health Association, and the public spirited men on its board of direc- | tors, will now be able to carry om ine good work that Mowat hospital has done during the past few years of its history. The provincial department of health is establishing chest diag- nostic clinics at various points " in eastern Ontario, viz., Smith's Falls, Brockville, Belleville, etc. The lat- ter two places have already accepted th cs. This is part of a move- ment to clean up the eastern part of the province from a tuberculosis standpoint. Mowat hospital supplies ths medical personnel for all these! clinics. New Branch Offices. H. J. The closing session of the court of general sessions was held on' Thursday morning when postpone- ment was made till the December {sessions of the charge of indecent asault against Hugh Carr, who is ill in the General Hospital. The report of the grand jury was also present- ed by the foreman, Norman Gra- ham. { The report said the decrease in crime as shown by the docket spoke well for the residents of the city and county and then went on to de- scribe conditions in the institutions visited by the jury. These includ- , ed the jail, House of Industry. House of Providence, Rockwood Hospital, Orphans Home, St, Mary's-on-the- Lake and the Court House. All of these were found to be clean and well-managed and the inmates, if any, well satisfied. Various matters special note. The new shower bath in the jail was a de- 'cided improvement. Complaint had 'been made that a chimney at the House of Providence was annoying residents by its smoke but the jury found no fault at the time they examined it. The arrangements at Rockwood Hospital for recreation for the patients were praised. St. Mary's 1s now accommodating 110 children. A ventilating system in the court room was recommended.
