Finding openings in the recently revised off-side interference .rule of the Intercollegiate Rugby Football Union, the Rules Commission at a meeting in Montreal, placed an inter- pretation on the rule which in their opinion will eliminate the encour- agement of off-side interference. The off-side interference rule as | revised permits interference for a distance of four yards from the line of scrimmage. Since the rule was ad- opted, it was discovered by some of the members of the Rules Commis- sion that plays could be developed by which the permitted off-side inter- ference rule would be detrimental to Rugby football in place of having the desired effect of opening up the play. He- witt. in the Toronto Star, should prove unusually popular this autumn, not only because of the variety of the competition but because of an honest effort on the part of those concerned to make the playing rules uniform and intelligible to players and pub- lic alike. The Inter-Collegiate Union has taken the lead in this connection and it Is expected that the hard work of the Rules Commission during the past summer will bear fruit during the coming season. This commission consists of Lieut.-Col. Constantine, Royal Military College (chairman), E. .0. Sliter, Kingston; Dr. W. B. Hendry, Toronto; Dr. MacAuley, R. M.C.; Dr. A. B. Wright, Toronto; Dr. L. C. Montgomery, Montreal; Prof. W. L. Malcolm, Kingston, and Dr. A. F. Argue, Montreal (secretary). The commission went carefully over the rules and endeavored to make them as explicit and understandable as possible. 4 One thing the commission did that will appeal to the public was to make provision for grid-ironing the play- ing field by making it compulsory to have white lines drawn across the field every five yards on either side of centre and parellel to that line. This will, enable tre public to follow the play closely tnd will also be a great help to the officials in charge of the games. Furthermore it will be a great saving in time and will pre- vent any dispute or dissatisfaction in regard to "yards. This change has been advocated for some timo and the public will realize the benefit of this'innovation when they atiend their first game this season. It will be the first thing that will appeal to patrons of the game. So far as the Intercollegiate is concerned, there will be no dicKering over officials for the senior cham- pionship matches, this year at least. The Rules Commission will make the appointments for these games, and also for the final intermediate and junior matches, The Interprovincial will also have a board of refsrees, with the appointmentsgin the hands of the president. 4 Harvard will not figure on the Dartmouth football schedule this sea- son, but the Green will not lack for- midable opponents, having schedul- ed games with Syracuse, Cornell, Pennsylvania and wn.
