Mr. Goforth been speaks of what he saw there. He points out that the Japanese forced a loan of 10,000,000 yen (a yen being fifty. cents in gold) upon the Koreans to carry out certain alleged reforms. Although it is said that an American firm offered to take the loan at four per cent., the Japanese forced it on Korea at ninety, bearing six and one-half per cent.
