IRISH COUNCIL BILL INTRODUCED IN BRITISH HOUSE OF COMMONS Not Highly Regarded--Provides For Creation of Eight Depart- ments--Safeguarded By Power Given to Lord-Lieutenant to Veto Measures. London, May 8.--As is natural, and to be expected, the government's half- way home rule measure, which was brought down in the House of Com- mons, yesterday, is wholly ple ig to no political party. The unionists re- gard it as a step toward home rule. they object to giving to Ireland the management of many -departments of local affairs, while the Irish members, of the House of Commons, retain the right to legislate in similar affairs for England and Scotland. They criticize also the plan of government by a council, through eight committees, as complicated and cumbersome. The radicals are disappointed that the measure falls short of actual home rule and the Irish members are oven more disappointed. The Irish leaders, study the provisions of the bill and however; are maintaining a diploma tic attitude until they have time to learn the sentiments of the people. A nationalist convention will be held in Dublin to decide upon the policy of the Irish party.
