Sustaining The Empire, The success of the government party in the German elections means more than is apparent in the face of it. The issue was the vote of the army and navy and colonization, a heavy item and with no prospect of diminu- tion in the expansive policy of the empire. It was the socialistic element which opposed the cstimates and de- feated them, and the emperor, assured, seemingly, that the people would sus- tain him, dissolved the reichstag. The campaigh has been an exciting one, and it has, resulted in the sore de- feat of the socialists, who have heen so weakened as to have lost all pow- er in the assombly. The government will not, however, have all its own way. The liberals, who are not ex- tremists, though critical, will be a brake upon the 'ministerial party and will see that success does not spoil if. tt would have been a great humiliation to the emperor to suffer a rebuke at tho hands of the oléctors. These have acted with great consideration, under the, circumstances, and the govern- went will probably appreciate it by following a moderate and wise course, in the reichstag. LETTERS TO THE EDITOR. W. J. Gates Tells Building of the Breakwater. Kingston, Jan. 28.--(To the Edit- or): I wish td say in regard to 'the King street breakwater construction; that it was built under the late it Engineer Bolger, and was consi a po piece of timber work, The stone filling may have been im- properly put 'in, but most of th. stone used in the filling came off the shoals in the harbor, and was taken up on secows, which had to be un- loaded, as quickly as possible, so that there was very little time to place them in the cribs. As to stones put in from the prison, 1 have noth- ing to say. But neither loose stones nor timber work could stand the shove of ice that took place on Sun- day, the 20th inst. As proof of this statement People might take a walk out to Rockwood and to the penitentiary wharves. Both of these wharves were built very strong, yet they were shoved to Pieces like a pile of cordwood, the ice going right through them. 1 do not think at a concrete front would have stood the strain. In writing to the press, I wish to give the people u better opinion of the promoters and builders of the breakwaten, These were Chairman Fenwick, a gentleman now deceased, who took great interest in the work; with George Holder as foreman, for the part from the Grove dock to in front of T. MecAuley's. . Then the other half was built by myself with ex. Ald. John McLeod as chairman. The work was all done to the satisfaction ofi the late engineer. It was started in1800 and was finished in 1892 op 1503. Such an 'ice shove as did the damage has fore in the history there may never he wihter. I hope Mr. Beckwith will be able to construct a piece of work that would stand such a body of ice when mov- Ing with a gale of wind such as blew on the 20th.--Very truly yours, W. J.
