Behan statéd that he. did not think that the by-law could be interpreted; either the new fee ) must be collected, or the old one of but a refund of a portion of the $50 fee could be granted by council. The mayor replied thatwthe finance cdmmittee had acted upon the advice of the city solicitor in the matter Ald. Behan maintained that the Jog- al license fee for butchers for 1902 was 82. The increased fee could not be collected if contested in court. Ald. Graham supported Ald.
