Description
Prior to the creation of Hansard transcripts, which in Ontario began in 1944, legislative librarians would collect newspaper articles pertaining to the proceedings of the legislature and paste them into a scrapbook, hence the name Scrapbook Hansard. The articles were originally clipped from The Globe and Mail newspaper and its predecessor, The Globe.

The collection of Ontario Scrapbook Hansard spans from 1867 through 1946 and represents about 10,000 individual articles.

Ontario Hansard first reported a complete session with the 21st Legislature, which ran from February 23 to April 5, 1944. The report was produced by shorthand writers and typewritten onionskin copies were made for distribution to the Premier, each cabinet minister and for the party leaders.

Scrapbook Hansard is available on microfilm which is housed in the Ontario Legislative Library and a handful of university and special libraries. In the summer of 2019, the Information Services Branch of the Ontario Legislative Assembly partnered with OurDigitalWorld to digitize the microfilm and house it in the VITA platform, where this unique collection is available to the public.
