IT is generally .conceded that an advoâ€" cate who gives up the principal argument. for the purpose of fluttering about trivial points is infinitely worse than no advocate ‘ at aH. Better far to throw yourself on the generosity of the enemy than trust to a defence or an aid which irritates and inâ€" vites opposition only to abandon you when when real hostility to your ‘cause appears, for you have the additional danger to guard against, that your supposed ally may desert to the enemy and use the strength which your gencrosity has pampered into existence on the side of your opponent. Whether the action is the result of stupiâ€" dity or knavery makes very. little difâ€" erence, for one is about as disastrous as the other. _ We are led to these reflections, in behalf of an effective system of defence for the New Dominion, by an article to which our attention has been drawn, in the Volâ€" unteer Review of Monday last,on the subject of fortificat‘ons as affected by Capt. Moxâ€" CRIEFE‘s invention of a gun carriage. Our military friends, at least, are aware of the strong grounds which the Minister of Militia was compelled to take in favor of a grant for the erection of fortifications renâ€" deréd necessary by our arrangement for the: defence of the Dominion in conjuncâ€" tion with the Imperial Government ; and if Sir GEORGE CaARTIER had any enemies among British Canadians, and especially among our Volunteers, they were reconâ€" ciled, if not always converted into friends, by the courage and daring with which the gallant gentleman attacked the weak heartâ€" ed eravens who took refuge behind a preâ€" tence of economy in arguing that the best defence was no defence at all, and routed them, horse, foot and artillery. The day was triumphantly won, and we got the grant for our fortifications ‘by & large maâ€" jorityâ€"a majority of which true Canaâ€" dians, who desire the perpetuation of Briâ€" tish institutions on this continent, have a right to be proud. Volunteer Militia. { PRICKâ€"3 CENTS "Captain Moncrieff, by the application of one of the simplest principles known to natural science, suddenly destroys. the neâ€" cessity of all those huge costly schemes for shielding batteries, and at once alters the whole theory of land defences, * * * * * * At last, after thousands of pounds sterling have been expended, in plating and experimenting thereon, leave is obtained to try the Moncrie#f system when presto ! the whole thing is ehanged and it is found that the forts and the plating which have cost to much are not only useâ€" less but positively hurtful !"‘ : * To the people of Canada this invenâ€" tion is of more than usual importance, when it is remembered that the governâ€" ment is pledged to the construction of forâ€" tifications the cost of which would be a heavy burthen upon our slender resources. But now for one quarter the sum anticiâ€" pated we will be enabled to defend our principal citics and seaports, against any enemy, for be it understood that accordâ€" ing to this system the advantage is always with the defenders, who present no ap preciable mark to the attack while those who assail are inevitably laid open to desâ€" Supposing fortifications were rendered " useless"‘ by what species of argument does the Review sage establish them as " hurtful ?" Surely they could be put to some useful purpose, like the wooden walls which did glorious ‘service in their day before ironâ€"clads were invented. But so far from <fortifications being rendered " useless,"" they will be quite as necessary as éver, the only difference being in the mode of construction, except in some inâ€" stances for coast defences. But let us quote the crowning fudge of the Revricar, applied to our own case : * whether deluded, or cowardly, or Yankee sympathisers, although ignominiously deâ€" feated, requiesced but sullemy in the deâ€" cision of the majority, and only await a pretext for the renewal of their unpatrictic efforts, __And this pretext the Revicr has blundered into giving them ; that is if its rhodomontade has any effect whatever, on the principle of drowning men catching a straws. The way in which the Revic» annihilates the necessity for fortifications is something wondertul. Let us give a few examples : * The evil of such assumptions as this, coming from a journal which assumes a military character, is that while tending to give a false sense of security in which no sacrifices are needed, they lead the public to imagine that the yvote for fortifications was something enormous, instead of being only two hundred thousand per annumâ€"â€" the smallest sum that would suffice to fuilil the engagements with the Mother Counâ€" try. _ It is well know that professional men looked upon it as barely, if at all, sufâ€" ficient; and the only hope that Capt. MoxncrIr®r‘s invention awakens is that our position can be made tolerably secure with the sum granted. Indeed, the Aâ€" view seems to have lost faithnp its own highfilutin, after haying got son?c%h%icnl ideas on the subject, tor at the end ofhis effort he says : _ * «* Since, the above was in type [he should have said "after readingthe Uxirâ€" ®p Service Gazerre of Saturday last ‘] our attention has been called to some facts relative to this invontion andâ€" the changes it is likely to introduce into the construcâ€" tion of modern fortifitations." â€" And then goes on to show that he has probably been talking nonsense ; and conâ€" cludes to modify himself thus : The vast revolution in gunnery, which was to do away with «â€"positively hurtâ€" ful‘‘ fortifications, after his seeing the GazETTE, dwindles down to the protection of a couple gunners to cach gun and doing away with the necessity of embrasures! The sudden collapse reminds us of: the story of a hundred cats in a: fight, which were finally reduced to two cats, which were not fighting ! " Qne thing is however apparentâ€"it does "'K witi the necessity of embraâ€" sures, and gives what has long been sought, protection to the gunners !‘‘ " As a seacoast defence it is just the thing needed, but for garrisons like Gibralâ€" tar, or any walled town like Portsmouth, it only closes the embrasures." We said last week that we saw " no reaâ€" "* son why Moncrieff batteries should not " hbe almost as effettive against maval arâ€" " tillery without extended fortifications as " with them ;*‘ but were careful to go no further.â€" The Review scrib¢, however, thought he was safe in changing our lanâ€" But there is one point upon which the Review did hot read the UxtrED Servicr aright.‘ As a final shot, in favor of his first position with regard to the new gunâ€" carriageâ€"not from behind embrasures, mark youâ€"he says : guage and assuming that " for a seacoast defence it (the gunâ€"carriage) is just the thing nceded.‘" Now the fact is that while Moncrieff batteries would be eTeeâ€" tive . against the fire: from . ships, there would be nothing without forâ€" tifications, to prevent mailors, or marines, or soldiers, from A4anding aboye or below, and, taking them in reverse, capturing the batteries and turning them to their own use. This danger would render either fortifications or a strong corden of troops a prime necessity, even around. an island.
