From small parties of marauders the people of each locality would require to protect themselves to a great extent in time of war; and in 1 times of peace they are not at all likely to be called upon to do so. In these days war is not a thing to engage in without counting the cost, and the probable chances of success. The United States is the only power against which we are likely ever to be called upon to defend ourselves, and should they attack us, the only rationalolr ject which they could have in view would be the conquest of the country. Any other object would be totally inadequate to justify the expense-of a great war. And as small raids, if permitted to be indulged in by the United States government would inevitably lead to a great war, we assume safe from them, unless the rulers at‘ ash- ington should 1?epreptr.et1 to enter upon a gigantic struggle in which the sovereignty of British America Gould be the prize 1 which they hoped to win, and by that means, enrich themselves and humiliate Great Britain.
