The great poli. tical revolution has now been quietly effected through the intervention of the Iniperial Parliaiment, under an Act orignally framed and agreed upon by the leading ‘public men of this country, and afterwards revised and adopted by those great statesmen who guide the destinies ‘of the Inghest Constitutional Government ot which the world can boast. To render our new Constitution acceptable to all classes of the people of this country, it is but just and fair that it should be put in force under the auspices of a Cabinet comâ€" posed of the different political elements, and it is due to the statesmen who have been inâ€" strumental in framing this new Charter of our Rights and Liberties, that they should be charged. with the task of giving practical effect to their labors of the past lour years. The principle of a Coalition Government, for the inauguration of the public affairs of the Province of Ontario, is also a wise and pruident conception, and if elected, I will give the new Cabinet at Toronto a generous gupport. * g c 5 Â¥ In the enacting of Laws tor this Province, the Legislature of Ontarie is restricted in its powers to those subjects especially designated in «"The British North America Act,‘" the most iimportant of ja gen?n! character being the managementand sale:of the Public Doâ€" main, including its timber and â€" mineral wealth,â€"our Muanicipal â€"Institutions,â€"the Laws relating to property and Civil Rights, and the Adntinistration of Justice. And as the Public Domain will tor some years be one of the chief sources from which the Revenue of the Province will be derived, it is highly probable ‘that the management and sale of its Jands, and the disposal of the timber‘thereon, will attract the ‘attention of the Assembly at an early period ; the disâ€" cussion will be watched with interest by the peoplé of the Southern valley of ‘the Ottawa country, inasmuch as our prosperity is largeâ€" y dependant on the guccess of the Lumber Trade. The rapid growth of this part of Canada is in a great measure attributable to the successful development of that trade, and it. will be the duty of the Representatives from the Ottawa section to advocate the adoption of such a policy in the sale of the timber as will place that important branch of industry on a pertnanent and substantial basis. We may also confidently expect that, at the enâ€" suing session of Parliament, an appropriation will be made for the further extension and completion of the work.| In connection with this line of navigation, I am also prepared to advocate the construction of the long proâ€" jected Caughnawaga Canal. I regard the construction of the Otrawa and Hurox Caxar as a work of real Nattox: AL IMPORTANCE which would contribute more than any other undertaking to develop the reâ€" sources of the whole Dominion, and which would, moreover, greatly tend to accomplish a Western extension of the Confederacy. I inay congratulate youâ€"upon theJact that Ottawa has become the seat of Government, not dnly for the two Provinces of the old Union, but for the Dominion of Canada, which, we may confidently expect, will ere long embrace the whole of British, North America ; and it may be permitted in me to say that, to secure this great honor for our city, T‘spared no exertions which you had a right to expect from your representative.
