Yet, if the events of the war have shown the weakness of the present neutrality laws, there will be no objection on either side of the House to amend them. We cannot, however, suppose that in a free country the machinations of partisans can ever be entirely provided against. The liberty which Fenianâ€" ism enjoys in the States shows how little American institutions are able to protectâ€"the interests of foreign â€"nations. _ We care liftle, because we are able to take care of ourselves ; but if we were not, Ireland and Canada might be revolutionized by armies raised,armed, and officered in the United States in spiteof the United States‘ laws. What damage done by the escape of a single steamer can be comâ€" pared with the miseries which might be inâ€" tflicted on the United Kingdom by a treasonaâ€" ble conspiracy openly carried on in every chief town of the {;nion?
