This is one of the weak feaâ€" tures of the plan: With some muniâ€" cipalities acceepting the new Act, others following the old way, and still others rot noticing any definite plan of any kind, there would certainly apâ€" pear to be opportunity for much conâ€" fusion. The plan also seems to sugâ€" sest the imposing of a great deal of work and much unpleasantness on the mines and other corporations. These firms can searely be blamed if they opâ€" pose any plan of this type. In the past.the most of them have suffered annoyance, dispute and in some cases the loss of good workmen simply beâ€" cause a municipality, through the proâ€" cess of a garnishee or other legal meâ€" suall maxke a moniniy stitement, or return,. to the Treasurer of the muâ€" nicipality, together with the amount :ollected, on or before the 15th day of tae month following the period on which deductions were made;â€"said reâ€" turn shall ibe made on a form supplied y the Municipality. °2. Municipalities adopting this Act shall have a separate assessment roll ‘n which shall be recorded from the monthly returns of emplogers the names, places of employment, ete., of those paying income taxes, and the said roll shall be amended from month to month. ~This roll shall ‘be deemed to beâ€"of the same importance as the regular assessment roll in the preâ€" naration of the Voters‘ Lists. 3. The Act shall apply.to all perâ€" sons over the age of 18 and under the age of 60 years, who may be employed by any person, firm or corporation, by she hour, day, week, month or year, r employed on contract within the municipality. 5. Municipalities taking advantage of the proposed Act would have to fur nish the necessary forms to all employ ars of labour, and also notice of the rate of percentage to be collected in respect of each emp]oxee, and a scheâ€" dule of exemptions in gaccordance with the Assessment Act then in force. 4.
