Only one candidate, â€" nowever, qualified for the reeveship, the other candidates : ROt Contestina "FhA arfial The necessity of reducing expendiâ€" tures to the minimum on account of the general depression was emphasizâ€" ed in various addresses, it being pointâ€" ed out that the tax burden in this, as well as in other communities, largely on account: of expenditures on roads and highways, was becoming a real hardship . l A RENAZN + «Bd e n cazanld P ETT The retiring reeve, Mr. Oakes, who this year also ‘had the honor of fillâ€" ing the wardenship of the county of Lincoln, first dealt comprehensively with the county activities, making parâ€" ticular reference to the county road system. The high taxes, he said, were caused by ‘the county rate, the county! roads presenting the big problem.| There were 152 miles of roads in the | county road system, the last clay road having been completed this year. It was, he nioted, easy ‘to criticize, â€" but each municipality had rights and if possible got them. The county rate was high due to the large debenture debt for coun‘ty roads but to be fair, he said he did not see any posksibility of it being lowered for some years. The greater portion of it had been acâ€" cumulated from 1916 to 1924. Hunâ€" dreds of thousands of dollars had been expended during the years from 1921 4o 1929 on roads in the county. There would, however, ‘be no more debenâ€" tures. issued for" construction after next year. People are heavily taxed but he could see no relief for some years. All: the. debentures would be retired in 1944. ‘The county road sysâ€" tem, he said, was however, not the big problém but the heavy load we will be called upon to tarry will be the provincial highways. Councillor Smith was of the opinâ€" ion that tthere should ibe some way to get relief from the heavy taxation caused by road building and other outlays. He thought there had ‘been a miscalculation of our resources when the building of all the roads was sancâ€" tioned. Relief would rexult if the right was granted collecting income tax, refreshment tax and part of the liquor tax ito help pay a portion of the cost borne by municipalities. He compliâ€" mented Reeve Oakes on his splendid record of service and regretted» that he should retire at this time. At this point a suggestion was made that a grant of $100 be made in conâ€" nection with the reeveship, but in view of heavy expenditures and depressed conditions no action was taken. _ Councillor. Hurd was of the opinion ‘ «hat whoever goes to the county counâ€" ‘ cil. should make an effort to have the | Smithville and Grimsby. road _ taken over ‘by the highway dept. He also could see no benefit in having a corn borer inspector in the county, noting the fact that Welland did not have one. As to the library grant he was ‘in favor of having ithose ~who _ take books out of flibrary and read them paying a certain amount for the priviâ€" lege.
