The ‘"improvement" was made by dumping a load or two of very large, brokenâ€"stone, which remains lying there on the road, not as an improvement, ut as a further obstructionâ€"being ten times as dangerous as the mudhole was, and obstructing the road to a greater extent than the mudhole didâ€" and this is one test that proves that every man concerned in that ‘"improveâ€" Every foreman, teamster, the engineers in charge, and the Ministers themselves, have passed this mudholeâ€"some of them hundreds of timesâ€" all ofâ€"thein Rnumerable timesâ€"andâ€"yet it remained there until within a few days ago, when it was decided to "improve‘‘ conditions at that spot. The whole trouble with the road building process, as exemplified by the Government up to date, is the fact that there is not one man from the lowest laborer to the highest official, even the Minister of Public Works and Highâ€" ways, himselfâ€"who has displayed the \slightest_ evidence of having any brains. K A \ F 4 1 can prove definitely and positively that each and every one of‘ them engineer, the Deputy Minister, and the Minister, and I defy any one of them to come onto the road and stand the test. f Lâ€"can proce definitely ang is an ignorant blunderer. I will take as one test, the case of a mudhole on the side of the road. A mudhole that for two years obstructed the traffic of oneâ€"third of the road, ceducing it from a three to a two track automobile road. W. A. McLean may imagine he is an honest man, but I have no hesitation in saying that seventyâ€"five per cent. of every dollar paid out in the County of Lincoln in the past two years was stolen from the People, inasmuch as not one iota of value has been given the people for the expenditure. The whole business ‘of road building, under Provincial auspices, in the County of Lincoln during the past two years, has been one diabolical, diaorâ€" rhea of blunders, mistakes; and obstructions to the travelling public, without one least little bit of result, with the exception, »spossibly, of the Sixteen and the Fifteen Hills, in the Township of Louth, where, after two years‘ work, conditions have become better than they were in 1918. I say this, because on this road, if a thing is to be done it is always done wrong, and if a thing needs improvement, it is always further obstructed rather. than improved. # f Proof The people of this Province have become so used to the extravagant. expenditure of their money, that they would not even kick at that\if the saw any results for it. But for all the money the Department of Public Highâ€" ways, Ontario, has spent in the past two years, I defy the Department, and I epecially defy W. A. McLean, the Deputy Minister, who has been in charge of the road department, to show one mile of good road in the County ot Lincoln as the result of two years‘ expenditure of thougsands upon thousands of dollars. P Ignorant Blundering Throughout No Value God knows there could not lfe, in any County in this Province, a more brutally wasteful expenditure. of monéey than has been witnessed in Linceln County during the past two years. We know all about it in Lincoln. f An Instance Monumental Ignorance and Extravagance It <would be a case of the pot accusing the kettle of having a black bottom, were our local County Council to protest against the waste of Proâ€" vincial funds on the roads in this district. I also note that the County Council of the County of Middlesex has proâ€" tested _ to the Government about the useless expenditure of money by the Provincial roadâ€"makers. If the immediate sides of the road were in good â€"condition,the public would use them a great deal, and thus the road would become a threeâ€"track road, instead of a twoâ€"track one. 1av Not only is this a fact, but when the pile of dirt is removed and the sides of the road levelled up, the ditch will remain as a constant menace to the life and limb of every man who passes over the road. fR And the time will come when these deep ditches will be filled up by road builders with brains, who will follow the brainless ones, and construct a road for the benefit of the real public instead of for the benefit of the wageâ€"earners.
