The Government bas introduced a bill calling for a number of amendments to the Act and the bill can be best described as a completely new and fresh ap proach to some of the most vexing housing problems facing the country. It is in fact the promise o'i new hope for lower income families, for elderly persons and for those who are now forâ€" ced to raise their children in slums or near slams. In the Government‘s view, the answer to this problem is public houâ€" sing â€" housing that can be made available directly, at subsidized rents, to those most in need. The existing legislation does proâ€" vide for Federalâ€"Provincial partâ€" nerships in the field of public housing; the amendments will simply enable municipalities deâ€" signated by the province to create and own their own pubâ€" lic housing projects. Through Central Mortgage & Housing Corporation, _ the Government | will provide Jong term capital assistance in the form of loans and in the form of grants for such projects. It will even go so far as to pay a portion of operâ€" ating losses or annual subsidâ€" ies to such projects. Urban Renewal The amendments to the Naâ€" tional Housing Act will enable us to move ahead in another important field: that of urban renewal. The Federal Governâ€" ment has a great interest in the proper and orderly deveâ€" lopment of our . cities, froim coast to coast. This, of course, will call for the fullest coâ€"operâ€" ation of all three levels of Govâ€" ernment: Municipal, Provincial and Federal. But generally â€" speaking, the new proposals will encourage individual ownâ€" ers to improve and repair their properties by making loans available on existing houses â€"â€"â€" whether they are rental proâ€" | perties or ownerâ€"occupied. Within â€" approval urban . reâ€". newal areag, we propose to ofâ€". fer Federal grants amounting to 50% of the cost of street and traffic improvements, sideâ€" walks, street lighting, offâ€"street parking, underground services, parks and recreational facilities.
