At stake in the contest between Spadina and Scarboro expressways is millions of dollars worth of potential development and redevelopment. It will either go to North York or Scarhoro. Metro omclals are looking at the problem of the two expressways from a traffic need standpoint while the politicians from the two boroughs see the development potential. A key group in whether Spadina goes ahead or not will be the city representatives at Metro. North York Mayor Jim Service arrived at a Metro executive budget meeting last week with prepared charts and statements urging the expressway speed up along the Spadina route but he never got a chance to campaign for the route. The executive committee agreed with the transportation committee that a decision on the Spadina speed-up should be made in January. Although seating arrangements for Metro committees remain to be finalized York Mayor Jack Mould has indicated he would like to return in 1969 to Metro works committee. York Controller Wes Boddington wants to go back on the Metro transportation committee for another term. His second choice is a seat on Metro legislation and planning committee. _ York Controller Philip White would like to return for the final year of the three year term on the Metro legislation and planning committee.
