Land speculators would not make a dime at the pubâ€" lic‘s expense since the building sites would all be communityâ€"owned and leased to the developers. 4. Costly litigation, timeâ€"consuming expropriation procedures and bitter conflict would be entirely eliminated. If, on the other hand, council could convince the Federai government to turn over its marginally used Downsâ€" view airport property the plan would have a much, much better chance of complete success.‘ _ If North York council adopts the Parkin and Jones proposal, it will be taking a great gamble. â€" 0_ values continue the present inflationâ€" ary trend, what will happen if deve‘ lopers cannot acquire building sites for less than $12 a square foot?
