I hate to challenge the PM on this point, but it has always been my understanding that every school child in his Canâ€" adian history course is taught that when the government is defeated on a major piece of legislation, which Bill Câ€"193 was, it has lost the confidence of the House and is therefore obliged to call an election. The only exception to this rule to this rale according to experts on parliamentary procedure was during the early years of this century and the last decâ€" ades of the 19th century when several prime ministers deâ€" cided otherwise. o â€" The next evening Pearson again sits in front of the teleâ€" vision cameras and accuses the opposition of hatching a sucâ€" cessful plot to overthrow the Government. It was Davie Fulâ€" ton, I believe, who accused the Prime Minister of slander and of distorting the truth to the point of uttering a bare faced lie And during these distorted utterances, the PM also stated that the last thing that Canadians want now is another genâ€" eral election. Although I can‘t call this remark a gross dfsâ€" tortion of the truth I haven‘t polled Canadians to determine if they want an election (and I doubt if Pearson has either), what he was really saying was that the Liberal party now is at its lowest ebb and probably wouldn‘t pick up more than 30 p.c. of the popular vote if an immediate election were called. The last crumb of all credibility that the mob running the nation‘s affairs from Ottawa disappeared when the firm statement was made by a number of senior Cabinet Minisâ€" ters that since they didn‘t consider the defeat of Bill C:193 a vote of nonâ€"confidence, they would, in 48 hours, offer memâ€" bers of parliament the right to decide once and for all wheâ€" ther they still had the confidence of the House. But the PM and his Cabinet wormed out of this one too by submitting a resolution calling on members to state whether or not they consider the defeat of Finance Minister Sharp‘s proposed five p.c. surcharge of personal income taxes a vote nonconfidence in the government. In other words, the Prime Minister knew as surely as snow falls in the winter time that Parliament did not have confiâ€" dence in the government and he therefore lacked the intestâ€" inal fortitude to put the question to a vote. Instead, he used the dishonorable approach of giving uncommitted MPs and splinter parties the opportunity to say ‘we don‘t consider the demise of Bill Câ€"193 want of confidence.‘ I believe that all this goes to prove that the Liberal govâ€" ¢tnment will pull any rotten punch it can think of to manâ€" ipulate Parliament and the country to its advantage. It also demonstrates that the Cabinet knows perfectly well that it has fouled out but refuses to answer to the Canadian voter because it realized that all thumbs are down.
