As your representative, I put forward the following resolution, which was adopted by Council on April 13, 1994: WHEREAS Tracy Turner and her infant son, as reported in the media, recently tragically died as a result of a fire in a basement apartment in the City of Mississauga; and WHEREAS this is the second basement apartment fire fatality, according to the media, in the last 3 months; and WHEREAS Bill 120 allows property owners to create basement apartments as ofright without municipal fire or building officials having the legal authority to enter such premises for the purpose of inspection to ensure that such apartments are safe; and WHEREAS until such inspections and other safety measures, such as smoke alarms, are included in the Bill, enactment of the Bill should not proceed, THEREFORE BE IT RESOLVED that the City request the provincial government not to proceed with the passing of Bill 120 until fire and safety concerns as set out in the preamble herein, are addressed; AND FURTHER that copies of this resolution be forwarded to the Premier of Ontario, the Minister of Housing, the Leaders of the Official and Unofficial Opposition Parties, to Metropolitan Toronto and area municipal Councils for their information. Council also adopted the following position and forwarded it to the provincial government: a. that the Province be requested to modify the proposed legislation authorizing greater rights on entry into residential premises for inspection purposes only, so municipal inspectors can identify apartments in houses and enforce municipal by-laws; b. that the Province provide municipalities with the flexibility to set development standards, particularly parking standards, for the development of apartments in houses; c. that apartments in houses not be permitted in townhouses "as of right"; d. that municipalities be allowed to regulate changes to the front facade of the building resulting from the conversion to accomodate an mm WARE NH 3tytt1 ‘W Wedding Cakes We will make your Wedding Cake from White or Chocolate Cake We will Decorate your Home Baked Fruit Cake We Have Rental Cakes Available 2 to 12 tier cakes to serve 30 to 500 people Waterfountains, Stairways with Bridesmaids and Ushers, etc. EDIBLE IMAGE CAKES BEAUTY AND THE BEAST ALADDIN THE LITTLE MERMAID TORONTO BLUE JAYS Our Specialty 3_PAGE.cdr May 94 (cont 'd page 7) Page 3
