When we think of governâ€" ment, we tend to think of a workforce that is underâ€" worked and overpaid. The reality is that the City‘s workforce, like any organizâ€" ation, tends to be a mixture of highly _ motivated _ public individuals and some (in my experience, a minority), not so motivated. .
