The byi.:ï¬ws and ordinances enacted by Waterâ€" loo in 1863 can been used to‘shed light on the new village‘s life and times. _ No privy (a standard adjunct to early dwellings) may be allowed to give off disagreeable odours. Stables, cattle sheds and pigsties judged foulâ€" smelling could also call down a fine. Likewise those enterprises that are by nature smelly must not annoy townsfolk. A little surprisâ€" ingly, brewing and distilling are in the council‘s list of potentially offensive businesses, along with the notoriously noxious activities of slaughterhouses and tanneries. As ordinances were enacted by the Waterloo county council and then by the council of the Vilâ€" lage and Town of Waterloo itself, the need arose for a person whose job would be to ensure that the laws were in fact obeyed. The job of policeman appears not to have been a particularly onerous one in early Waterloo â€" at least in the beginning. Disturbingâ€"theâ€"peace, vioâ€" lence and theft were the major crimes that persons and property could suffer. Keeping the peace in Waterloo Initially the duties of the constable were mere addâ€"ons to other responsibilities that a person exercised. In Berlin (Kitchener) the inspector of weights and measures (a certain William Benton) was appointed the first town constable in 1854. His yearly pay, covering the two functions, was a princely 20 pounds. The Village of Waterloo was able to put off hirâ€" ing its first constable for several more years. in 1862 the village council appointed John Klippert at an annual salary of $35. His tasks included that of lampâ€"lighter. maintaining the coal oil street lamps. _ W. MacMachon was then named to the post in 1864, Klippert again in 1867, and Andrew Rockel in \p along with the Waterloo‘s old police office was relegated to the vobterhorses basement of Town Hall. 1869. The latter (at $260/year) was both town con stable and overseer of highways. _ Council gave its guardians of the peace the authority to destroy any dog that was at large withâ€" out a muzzle. They could also levy a fine on roister ers who shouted or blew horns. Anyone who littered (council punctiliously specified: with stones, stumps, ashes, earth, shavâ€" ings, tin, glass and, a useful catchâ€"all, filth} had the choice of a $20 fine or 20 days incarceration. In the annals of early policing in Waterloo County our Mr. Klippert left a sterling record. After serving the town he was on the rolls of the county constabulary in 1868, and received in the same year an award of $50 for arresting horse thieves, and rose to become high constable for the county. Subsequently, in September of 1876, Klippert was named chief constable for the Town of Berlin. in that last job he appears to have received a remuâ€" neration of 25 pounds a year. It may have been gratifying to the villagers of Waterloo both that the excellent choice they had made in a constable was confirmed by the counâ€" cils of both the county and neighbouring Berlin, and at the same time that their village was, on the whole, so lawâ€"abiding, * peaceful and frugal that it did not outbid Berlin for Mr. Klippert‘s services.
