"At that time there were people questioning the money we were spending on (backâ€"up) measures," he said. "They all came into play last Thursday." But Seiling also stressed the ordeal could be far from over. That‘s why the region has implemented a stage two watering â€" ban, . which restricts homeowners to watering their lawns and gardens once a week. _ Those caught disobeying the ban could face a fine of up to $5,000. The City of Waterloo has also called on its citizens to conserve power. "The system is still very fragile across the province," she said. "Everyone in Waterloo can help conâ€" serve." "We must cut back on unnecessary use," Seiling said. "We can‘t run at full throttle." â€"Lynne Woolstencroft Waterioo mayor "I think we can make it through...," said Mayor Lynne Woolstencroft. "We all just have to do our part." Woolstencroft said in addition of the regional response, the city had to coordinate a local response, relying on the Waterloo fire department and the public works department to ensure local safety and water issues were addressed. The problem is the city has not seen the amount of reduction it needs to help avert another brownout or blackout situation. And part of that, Woolsâ€" tencroft said, is due to some resistance from local busiâ€" nesses and other users. Like the region, the city is also practising what its preaching by limiting their hours of operation, and cutâ€" ting down on its power usage when open. If people need a place to keep cool, the city‘s pools and arenas are being used as cooling zones. "We‘re expecting today and Thursday that we‘ll either make it through or it will break our backs," said Woolstencroft. The mayor is encouragâ€" ing use especially during the hot weather expected the rest of this week. Janzen said it‘s difficult to predict when power will be at full capacity, and life can return to normal. But he reminded, con servation is the key. "We all hope the end of this difficult time is near," he said. "The systesm is still very fragile across the province. Everybody in Waterloo can help conserve."
