If local school board trustees took a similar action, they would earn the appreciation of every student, parent and citizen of Waterlow Region The other front in this war is likely to be teacher testing, part of the Harnsites‘ fixation with written tests. Ignoring the many ways in which teachers are already accountable for their performance, Ecker is pressâ€" ing ahead with this illâ€"conceived plan. Teachers already spend an inorâ€" dinate amount of their time preparing their students for standardized tests; now they‘ll have to waste additional time on a written test of their own. Of course, the Tories were infuriated their political objectives had taken a Scott Piatkowski back seat to others‘ desire to maintain the integrity of the school system. This anger is behind Harris and Ecker‘s latest pedagogical foray. Since no one besides them sees the wisdom of making teachers spend less time with more students (which is really what is at issue}, they have announced their intention to enforce a strict definition of "instructional time"â€"one which does not include time spent filling in for sick colâ€" leagues, or other tasks that most Teasonable people would view as inteâ€" gral to the successful operation of a school Moreover, given that many teachers (particularly in Ecker‘s home base of Durham Region, which failed to protect preparation time in contract negotiations} are responding to an increased worklaad by givâ€" ing up voluntary extraâ€"curricular activities, the Tomes are also threatâ€" ening to make them mandatory. Maybe they could call it "teachfare". to correspond to their other programs that require mandatory unpaid work Bill 160 was designed to squeeze money from the education system, partially by regulating the time that teachers spend on various aspects The latest phase of the Tories war on teachers includes battles over workload and teacher testing. Janet Ecker, the third education minister since 1995, talks a lot about dialogue and compromise, but she‘s every bit as stubborn as her predecessors in pursuing her rightâ€"wing ideology No one should be fooled by the "good cop, bad cop" routine of Ecker and her boss, Mike Harris. Both of them seem determined to pick a fight with educators, possibly because they believe that a third round of strikes will bring them the public support that eluded them during rounds one and two With two children just starung their journey through Ontario‘s school system, l am genuinely troubled on a personal level at the damâ€" age to that system that the Harris government has caused, or plans to cause. As a citizen concerned about the public good, 1 am even more worried about the dangerous path being followed by the Harrisites. Fortunately, negotiatâ€" ing with teachers‘ federations is done by local school boardsâ€"who know considâ€" erably more than the premier about how schools really work.
