PAGE 18 â€" WATERLOO CHRONICLE, WEDNESDAY, NOVEMBER 2, 1994 coming from incumbent elected Our uptown could stand some stimulation although we have done better than many municipaliâ€" ties in this regard. As I teach a course currently on urban and regional economics, we have been ciscussing the problems of revitalâ€" izing core urban areas. There is a chicken versus egg kind of arguâ€" ment here since to revitalize the core, numbers of people are needed but the people will not be part of the core unless there are attracâ€" The Reichmann proposal would create an attraction which would in turn stimulate people to visit uptown and cause other uptown business owners to revitalize the buildings and the businesses. It would be my hope that we reward the farsightedness of the individâ€" ual who put this together (after all, he is running for mayor and we have the opportunity to show in the ballot box that we appreciate his efforts as a citizen in looking ut for the interests of the commuâ€" nity‘ and if we don‘t elect him mavor then let‘s get him to conâ€" tinue on this project at least. I have had three sons go through the education system in this region and have been pleased at times and very disappointed at times with the quality issue. It is not a criticism of the individual teacher to call for greater testing and preferably standardized. It is not a triticism of either the teacher or the administrator to suggest that the education system needs less bureaucracy and more attention to educational services. After all, that is what firms in North America have been doing over the last three years â€" turning attention to the primary product they produce. Why can‘t education be the same? Well, our education system has an elected body which can make a difâ€" ference if it is determined to do so â€" we should be electing officials who are willing to focus on quality and cost cutting for there is no proof (in fact there is contrary eviâ€" dence) that spending on education creates a better outcome. The group which is running under the quality banner is wellâ€"suited to do that BUT make sure when you go (W!mmme'S) to allâ€"candidate meetings, that they believe that quality does not require more spending. Again, some incumbents have a weak record on this issue. For the future economy of Canada, this issue is really the most important â€" more important than the council or mayâ€" oralty races. It would be really wonderful if some of the candiâ€" dates were suggesting a decrease in the size of the school board, just like we have the opportunity to downsize council in the referenâ€" Douglas McCready is a professor of economics at Wilfrid Laurier University.
