PAGE 6 â€" WATERLOO CHRONICLE, WEDNESDAY, JUNE 2, 1993 MORAL CRUELTY hvymam'tmfly_mmhdfor their empathy. They have an image of being cruel and without much heart or sympathy. The latest edition of The Washington Monthly carries an interestâ€" ing piece that only serves to confirm that view. In the midst of a bar exam that was being conducted in Pasadena, California, a law student suffered an epileptic seizure, writhing on Two other students rushed to his aid, trying to keep his head back and jaw forward so he would not choke on his tongue. When he tion and saved his life. This took 40 minutes. The good Samaritans asked for a 40â€"minute extension of the exam time limit to allow them a fair chance to finish the exam. The request was denied. As Charles Peters, the editor of the magazine, pointed out: "The 500 other students who were taking the exam and who did not respond to the victim now know that they made the smart choice. They also demonstrated the moral character required by the profesâ€" sion they aspire to enter." Says tons, doesn‘t it? * SEXUAL HARASSMENT: Is there a lot of sexual harassment in the workplace? You can bet your boots there is. Since I do a lot of work in the employment law field, I try to stay on top of the developments that are taking place. The International Labor Organization has just released a study of what it calls "starâ€" tling": findings on the subject. What it says is interesting. In a study of 23 industrial countries worldwide, more than eight per cent of working women surveyed were sexually harassed to the point of being forced out of their jobs. As many as 30 per cent had been subjected to "serious, frequent" harassment. And the ILO cautions that up to 60 per cent of cases go What is being done? Of the countries examined in a recent ILO report, seven have statutes that specifically define or mention the term "sexual harassment" (Australia, Canada, France, New Zealand, Spain, Sweden and the U.S. at the state level). In some countries, the term has been defined by judicial decision (Australia, Canada, Ireland, Switzerland, Britain and the U.S.) A recent case of sekuhara (sexual harassment) in Japan ended with a court awarding a woman $12,500 after her employer spread false rumors about her having extramarital affairs, according to The Japan Times. Other countries, such as Belgium, seem poised to follow the judiâ€" that women must have the option to deal with the matter either forâ€" mailly or informally." I thought about the ILO report and tried to figure out how Ontario stacks up. Having acted for both companies and individuals in cases involving sexual harassment, I think we have pretty strong legislation that protects anybody (men or women, although it‘s usuâ€" ally the latter who are victimized) against sexual harassment. And if you check with the local office of the Human Rights Comâ€" mission in Kitchener, you‘ll find that a lot of complaints are filed on a regular basis against a number of companies that you‘d never dream would have such a problem. But, it goes to show you, nobody‘s immune from that kind of What is‘it with the public sector? If you listen to what government employees have to say, you‘d think that life was difficult. But a new statistic out last week says a lot more: it shows that government employees report in sick oneâ€" third more than the average worker in the private sector. And that says it all. _ Think about this behavior in the workplace Waterloo Town Square 75 King St. South, Suite 201 Waterloo, Ontario Telephone 886â€"2830 News Line 886â€"3021 Fax. I‘m not a zealot for privatization, but it‘s time the Waterloo Region water system was turned over to folks who Grand River has never struck me as a water source. Notqvu‘.Whythsngimunnedtoit,mmundu- Thorsen, the region‘s commissioner of planning and culture, in tskâ€"tsking farm runoff into the Grand River, something that‘s hardly new. She seemed to stop just short of suggesting privies for the region‘s cattle. Or kingâ€"sized diapers. At least that‘s how it sounded to me. Then there‘s the fatuous comment of region Chairâ€" man Ken Seiling that the region‘s policy of openness on its water woes is in itself a problem. Say, would it have helped at all to have kept word of the waterâ€"borne parasite from the 1,400 folks with the trots? What would they have blamed? One too many tots of prune juice? In terms of pointlessness, the chairman‘s comment comes close to the recent remark of Marion Berry, forâ€" mer mayor of Washington, D.C. Quoth he: "Outside of killings, we have one of the lowest crime rates in the Privatize our water system To repeat, let‘s sell the water system, lock, stock and recharge plant. Things can‘t get worse. President: Paul Winkler s No Ifs or Butts: Easily the teensiest tale of the PC leadership campaign is Kim Campbell‘s admission that she once puffed marijuana. Big deal! Big yawn! Still, it‘s a surprise to hear talk of the decriminalizaâ€" tion of marijuana. That would require Parliamentary approval. Maybe the Commons and Senate could meet together. A joint session, you might say. Ballot Balks: Say, it could be that the media are overlooking Ontario‘s biggest election scandal ever. Absolutely the biggest. It goes this way: The figure filberts would have you believe we‘re in our current mess because 37.8 per cent of the folks who cast ballots in the last provincial election voted for the NDP. So, OK, where have they gone? ‘The electionâ€"day numbers must have been cooked. I can‘t find anyone who voted NDP. Come to think of it, that‘s wrong. Willie Ferguson will probably concede he voted socialâ€" ist. There don‘t seem to be any others. Gosh, even the NDP cheerleaders in the local media have become semiâ€"silent. .
