That‘s the feeling I had the first time I heard of the Council‘s choice of building the Manulife/Markboro Mall rather than extend the Conestoga Mall. I have asked Councillors why they made their particuâ€" lar choice but the only answer I received is that on the information they had they based their choice. Now normally this would be good enough for after all choice is personal and Boy! Some Waterloo councillors are anything but pleased when people disâ€" agree with their decisions. I hope it was something I said about disagreeing with their decision to build the Manulife/Markâ€" :{oarfl Mall rather than extend Conestoga There would be no need to be concerned if one believed the Council was always right but even being generous, previous deals have resulted in very poor results! You know how you feel when you see a used car which you really like, its sporty, good exterior yet you have a gut feeling that there is something wrong. So you buy it and it costs you until the day you manage to get rid of it! How can this possibly be true? The evaluation report was prepared for Council by the planning Staff and hired Consultants, John Winter & Associates, decision criteria were established to help capture most factors which would draw distinction between the various proposals based on their merits. These criteria are clarified as primary and secondary. There are 17 in all, of the nine primary criteria Conestoga ranked first in seven, even in one, second in one; in the eight secondary critieria Conestoga to misquote a phrase "One man‘s choice is another man‘s poison"! However Councilâ€" lors cannot afford the luxury of being personal because their choice affects the citizens of Waterloo. They are in the position whereby choice must be backed up by hard facts and the public informed as to these facts. That initial gut feeling I had at first has turned into an informed conclusion, based on the true facts. I have supported Conestoga from the first, regardless or how some Counciliors tried to imply otherwise. My presentation to Regional Council has been recorded in the Official Minutes and does not in any way read I would have chosen Manulife/ Markboro. I have tried to be unbiased, remember my original gut feeling? The more I read of the Official Report, the more I speak to Councillors, and the more I could quote directly from the Official Study but I will not bore readers, for these quotes would only reinforce why Conestoâ€" ga should have been chosen. What I would like to know is why Manulife/Markboro was chosen? ranked first in six, even in one and second in one. To say that Council‘s decision was based upon "impacts" is like saying that team A with 13 goals lost to team B with two goals because B‘s jerseys were brightâ€" er or t.he‘ir skates sharper! 893â€"3344 Fairview Park Mall Kitchener CROSS 50% PARKER Reqular Retail _ Special Price 62.50 135.00 39.50 79.00 Regular Retail _ Special Price 27.50 16.50 55.00 33.00 85.00 55.00 60.00 120.00 185.00 60.00 120.00 30.00 42.50 85.00 120.00 42.50 85.00 42.50 85.00 120.00 42.50 85.00 WATERLOO CHRONICLE. Their decision could result in many local businessmen losing their livelihoods, the public has a right to be better informed. Let us hope answers will be forthcoming before the case goes to the OMB. 1 serve notice on the Council that I will still be criticizing their decision every chance I get. Forgive me for one quotation from Staff‘s conclusion on page 157 of the Report: â€" "Conestoga gives the biggest bang for the buck â€" a small addition in terms of space, produces the most effective Mall in terms of market share and the lowest impacts elsewhere"! Finally perhaps Council should have considered a Mall in the Uptown Seaâ€" grams site rather than on the City‘s outskirts.
