He wants it returned to the 1990 budget table, nine months from now. While Hull fears such a delay may result in the destruction of important archival material, Councillor Blake Hull said council "generally agree" with the need to develop an archives. However, he added, "Obviously if council had a really strong commitment, council wouldn‘t have cut that or deferred it." Currently, some documents are kept in a climate and humidity controlled environment at the city‘s public works office. As well, there is material at the library, University of Waterloo and in Toronto. As far as a complete inventory of what the city has for documentaâ€" tion, Evans said the library board never knew the quantity stored in any one place. As the public celebrates completion of the addition to the Waterloo Public Library, there‘s likely to be one room on the first floor which nobody will peer into. The room that was designated for city archives, already equipped with humidity and temperature controls, is being used for storage because there is no money for an archivist. The money was snipped from Waterloo council‘s budget this spring. â€" Chief librarian Isabel Staal said the $42,000 requested â€" and eventually cut by council â€" would have covered eight months of cost for an archivist, secretarial assistance and start up supplies. What concerns Staal, and library board member Margaret Evans, is that valuable material may be inadvertently thrown out by people who do not realize the documents‘ value. Determined to see something done, Rowell is putting the bug for a community committee in other people‘s minds. The committee, she suggested, would keep the need for an archivist front and centre in the minds of councillors, as well as raise funds privately. For Margaret Rowell, who was a longâ€"time member of the Local Architectural Conservaâ€" tion Advisory Committee, the decision to cut the archivist from the budget is a regrettable one. "I was unhappy they cut it out of the budget." ‘"The longer the term reflected in the holdâ€" ings, the more valuable they become because they tell a complete story. And this is the growing danger when they‘re here, there and elsewhere ... there‘s a great danger that a stack of them will be lost," said Evans. Hull said council discussed hiring partâ€"time staff to get the program off the ground, however "council was reluctant to do something on a piecemeal basis. I don‘t think that‘s the route we should take. Let‘s get it up and get it running properly." As far as preservation of material is conâ€" cerned, Staal said it should remain intact once in the city‘s storage. However, she stressed it is important that the material be properly looked after and "nothing gets discarded in the future." Evans, who sat as chairman of the library board until January, said she feels city councilâ€" lors are committed to the project, as opening an archives in the library was a cityâ€"initiated idea.
