PAGE 22 â€" WATERLOO CHRONICLE, WEDNESDAY JANUARY 25, 1989 f Free trade doesn‘t mean free lunch. Or free skis, computers, stereos or booze. Why* Because free trade doesn‘t mean we‘re free from taxes If you‘re one of thousands of Canadian shoppers whose freeâ€"tradeâ€"inspired trip across the border to buy dutyâ€"free goods at January sales didn‘t prove such a bargain, you learned it the hard way. But don‘t blame freeitrade. Blame the taxman. | Because while free trade has eliminated or reduced | tariffs on a host of goods Canadians can bring back | from the U.S., our crippling federal sales taxes and | provincial levies still exist. " | _ Like the 12% federal sales tax on goods and 18% on | hquor and tobacco products. Then there are provinâ€" | cial levies on booze, chiseling away any hope of consumer savings at a rate of 15% extra per imported And it has tmed the patience of Canada Customs people who have had to explain to many confused Canucks, that while free trade could be a consumers‘ dream come true, the reality of taxes is the corresâ€" ponding nightmare What surprised me most about the situation â€" and I crossed the border twice recently during a weekend trip to New York â€" was the number of Canadians who set out to make major purchases in the U.S:without first checking how the new rules affected them. When they showed up at the border on their return and were told they had to pay tax, or the goods they bought weren‘t tariffâ€"free, they got mad and blamed As long as these ransoms stand, border hops are no bargain for you or me. And there‘s not much free trade can do about it. That fact has left a lot of Canadians who had hoped to take advantage of the new system redâ€"faced and Take it from US! The taxman gets you at _ the border every time "BLUE BOX PROGRAM" Membership in the Waterloo Chamber of Commerce is worth every penny. Take five minutes on your way across and ask customs how your planned purchases will be affected. They‘ll be happy to help. Believe me, it‘s easier than listening to your gripes coming back. Or ask any customs officer for help. Over the New Year weekend, when free trade was fresh in everyâ€" one‘s mind, officers were specially briefed on how the legislation affects purchases in the U.S. so they could help make things clearer for travellers. Canada Customs and the media have advised travellers to check first before buying to avoid disappointment and paying more than they expected. The federal government even set up special tollâ€"free (and taxâ€"free) phone numbers for consumers to call for customs information on free trade. Still the unprepared Canadians came, they bought, and they paid at the border. Like the fellow who bought a $1,500 exercise machine in the U.S. thinking that because skis are dutyâ€"free under the pact, all sporting goods are too. Not so. The price he paid for not checking â€" an extra They should have blamed themseives. There‘s no excuse for being uninformed.
