Clearing Sewer Lateral Blockage: and Sewer Lateral Repair/Replace- ment are governed by By-Law 81-118 which regulates the maintenance ot the connection as outlined in the following excerpt from that By-Law. _ T. " Subject to Section 7(2), the Owner od a building shall keep in good repair and be responsible for the maintenance and repair of the sanitary sewer connection or storm sewer connection between the building line and the main sewer on the street, easement or City property. The Owner shall be responsible for blockages cased by objects and any other matter or liquid placed in the sewer connection by occupants or users of the sewer connection. 2) Where the sanitary sewer connection or storm sewer connection blockage is caused by tree roots, and the tree is located on City property, then the City is liable for any costs involved in clearing such blockage. Where a tree is located on private property and causes the blockage of a sanitary sewer connection or storm sewer connection. then the Owner is liable for any costs involved in clearing such blockage. The City shall be the sole judge of the location and cause of the blockage. 3) Upon failure of the Owner to repair and/or unclog the sanitary sewer connection or storm sewer connection as required by this By-Law, the sanitary sewer connection or storm sewer connection may be repaired or unclogged by the City at the Owner's expense and the cost may be recovered in a like manner as municipal taxes. 8. Any person who contravenes any of the provisions of this By-Law is guilty of an offence and is liable, on summary conviction, to a fine of not more than One Thousand ($1,000.00) Dollars (exclusive of costs) recoverable under The Provincial Offenses Act, l979. The policies further explain the services provided and costs assessed as stated below: I) The City will attempt to clear a blockage during normal REGULATIONS FOR SWIMMING POOLS & POOL ENCLOSURES working" hours at no cost to the property owner. 2) If the connection has failed (i.e. broken or collapsed) and it becomes necessary to excavate to repair or replace the connection, the City will bear all costs associated with the section from the main sewer to the street line unless the failure has been caused by the user through carelessness or neglect. 3) The property owner is responsible for the section from the street line to the building and shall undertake and pay all costs for repair or replacement. 4) Where bituminous fibre pipe was installed by the City orynder the direction of the City, replacement will be undertaken and paid for by the City from the main sewer to the building as re- quired. 5) Regardless of the causes of the blockage. if the work is done at the request of the property owner at anytime other than normal working hours, a flat rate of $100.00 will be charged. (This is approximately one half of the cost of the callout). Copies of these policies are available from the City's Engineering Division at the new City Hail, 100 Regina Street South. The approaching summer months will generate swimming pool construction activity and we are providing you with some general information which applies to all types of swimming pools, Before deciding on a location for your pool, you must be aware that the pool must be located in the side or rear yard at a minimum distance of .6m (2 feet) from the side and rear lot line. If you live on a corner lot, please contact City Hall first. During construction temporary fencing (i.e. snow fencings should be provided to protect from open excavation or empty pool). An adequate enclosure 5' (five feet) minimum in height must be erected and maintained around the pool or yard. All gates have to be fitted with locks. A Building Permit is required for all types of pools and when applying for such, a drawing showing the location, the approximate water gallonage and an estimated construction cost must be submitted.
