Ottawa must carry the consulâ€" tative process through to the next stage and make major revisions to legislation governing financial institutions, says E. Sydney Jackson, chairman and chief executive officer of The Manufacturers Life Insurance Company. Speaking at the company‘s annual meeting in Toronto Friâ€" day, Jackson said, "We have seen Canada‘s central governâ€" ment move the discussion forâ€" ward. That momentum must not be lost. If it can be sustained, then Canada will enter into a new era of world leadership in finanâ€" cial industry activities. If the momentum is lost, our leaderâ€" ship position could be lost as well." Commenting on the signifiâ€" cance of legislative change to the financial services industry, Jackson said, "We are conâ€" strained by laws which have failed to keep pace with the dynamic â€" development of our industry. Mutual companies, in particular, must operate under statutes which frustrate sound business dealings and create serious competitive inequities." Manufacturers head calls for legislative change Students at Kitchener Colleâ€" giate and Vocational Institute have received a special award for significant contributions made during last year‘s Commuâ€" nity Justice Week. "Or have a lot of work to produce."‘ In presenting a new idea to the market, the thought of someone else producing a similar product scared Hill at first. "But, I quickly grew out of that. I realized that if someone could take it and do something better with it then that would be right." Hill‘s items are tagged IMAGO, by Penelope. (Continued from page 12) For the next three months, Hill sees herself approaching as many big stores and as many people as she can to show them her ideas. She will search out the market locally and in Toronto, and just keep going from there. M a' KCI students receive Justice Week award Life of Canada He described specific initiaâ€" tives undertaken by The Manuâ€" facturers last year, saying they demonstrate how "the outdated Canadian and British Insurance Companies Act restricted our ability to take actions which are freely available to stock life insurance companies‘‘ and also to mutual life insurance compaâ€" nies incorporated in Quebec. "This is clearly a discriminatory and unsatisfactory situation,"‘ he added. "Inequities in current legislaâ€" tion â€" inequities which stifle the potential of mutual life insurers like ourselves â€" can and must be addressed," Jackson said. ‘"The Manufacturers believes that flexibility is critical to our surâ€" vival in a rapidlyâ€"changing inâ€" dustry." Jackson said he was very encouraged by Ottawa‘s efforts to raise the profile of internationâ€" al trade in services as well as the federal government‘s pursuit of enhanced bilateral and multilatâ€" eral trade. "But if our industry is to maintain its position in a highly competitive world enviâ€" ronment,‘" he said, ‘"we need new legislation giving us maximum standing in developing activities during Community Justice Week to help increase public awareâ€" ness of the justice system. Sweeney told the students, "You have obtained full marks for putting into such successful action the theme for 1985 which was Justice and Youth, a Comâ€" munity Challenge." Last year, during Community Justice Week, students from K.C.I. hosted a compehensive, dayâ€"long workshop on the legal that way, within the next year I‘d like to have my own design studio and manufacture from there." Hill is really getting a taste of what it‘s like to run your own business. "It‘s hectic," she says. "I‘m lucky I have my children, they help me. We all have to work together, especially when 1 have a big order," she explains. Her son, Thael, knows how to put the items together. Even her brothers and sisters, mother and father all pitch in. Hill‘s daughâ€" ter, Roquela was helping when she was three. ‘‘It‘s been a lot of work but I‘ve been glad to have that help behind me," she says. ‘"When you‘re going out with something new it‘s nice for people to have faith." David Cowis Commenting on specific develâ€" opments over the past 12 months, Jackson said, "Since the present government took office, there has been a move toward legislaâ€" tive change. From the release of the Green Paper on Financial Services to the Report of the House Finance Committee, conâ€" siderable progress has been made." flexibility to compete."‘ The Finance Committee Reâ€" port‘s recommendations on leâ€" veraging, minimum capital reâ€" quirements and the elimination of the doubleâ€"counting of capital ‘‘*would give only financially strong companies the flexibility to diversify,"" Jackson said. ‘"And that, surely, is key to the sound and balanced development of Canada‘s financial services system." While pleased about the proâ€" gress that has been made, he believes the process has now reached a critical stage. "If we are to deal effectively with busiâ€" ness realities as they emerge, this work must be carried through to the next phase," he said. system, provided entertainment by performing a skit on drinking and driving for the guests at the Community Justice Week dinner, and assisted with advertising Kitchener Collegiate and Vocaâ€" tional Institute was the first secondary school in Ontario to develop legal workshops for stuâ€" dents. Pioneered in 1977 by former K.CI. law instructor, Henry Bloos, K.C.1.‘s workshop is now used as a model for other groups. "The idea of community jusâ€" tice awareness has caught on and grown from a oneâ€"school event to a countyâ€"wide activity involving over 1,200 secondary school stuâ€" dents," said Bloos, now with the Waterloo County Board of Eduâ€" cation.
