PAGE 12 â€" WATERLOO CHRONICLE, WEDNESOAY, JANUARY 22, Mark Bryson Chronicle Staft The ‘"compassionate compromise‘‘ of a local developer was turned down by Waterloo city council Monday night, leaving him with the Ontario Municipal Board as his most conceivable course of action. Council decided by a 4â€"3 vote to not allow Harold Freure of Freure Homes Ltd. to construct a 75â€"unit townhouse project ‘in Lincoln Village, despite admitting such rental accommodation was in great demand. "There is a great demand for rental accomâ€" modation in this area and I think it would be a shame to see us lose out,"" said Ald. Mary Jane Meâ€" whinney. She along with Ald. Bob Henry and Jim Erb, were in favor of the proposal. Last week, council amended its bylaw to allow townhouses on the Eiwo Court site, but only when they meet the same performance standards as other townhouse developments in the city. Preâ€" viously the site was zoned for general residential purposes such as singleâ€"attached, semiâ€"detached, duplex, triplex and apartment dwellings.By reâ€" questing 75 units, Freure wanted to see at least 15 more units than the planning department advised council to accept. Planning had suggested the complex be limited to 55â€"60 units so it meets bylaw open space requirements. All seven aldermen agreed with the planning report at last week‘s meeting. Freure pointed out to council that he would not need their approval to construct a 120â€"unit apartment building on the site, and was offering the townhouse project as a ‘"compassionate comâ€" promise‘"‘. ‘Compassonate compromise‘ on Eiwo rejected by city "They would be compatible to the existing When you‘re looking for quality stereo equip ment, it‘s easy to make an expensive mistake when someone â€" starts throwing all sorts of technical language at you. "There are already townhouses in the area, but no apartments." Following the meeting, Freure said he must now decide whether to appeal to the OMB or construct a 120â€"unit apartment. Either way, he was disappointâ€" ed that he would likely lose another building season, making the venture more costly. "We have to compromise between 60 townhouses or 100 plus apartments. A fair compromise seems to be 75 townhouses,"" he said. The debate over the project has been brewing since last summer when Freure had originally wanted 82 units on the site. At that point, Lincoin Village residents collected a petition of 635 signatures stating opposition to the size of the project. They agreed with the city planning report recommending 55â€"60 units. "If her argument of Waterloo needing rental accommodation holds, I‘m very surprised she wouldn‘t prefer 120 apartment units to 75 townâ€" houses,‘"‘ said Lincoln Village Residents‘ Associaâ€" tion president George Harper. Aldermen voting against the proposal, Andrew Telegdi, Lynne Woolstencroft, Dorothy Schnarr and Brian Turnbull, felt the city had an obligation to maintain the integrity of the zoning bylaws. "As the situation continues to deteriorate, we must somehow maintain the integrity of the bylaws. I‘m not ready to give up the green space yet," said Telegdi. Residents present at the meeting were surprised at how close the vote was, and questioned Mewhinney‘s arguments. Freure says a 60â€"unit complex would not be profitable and will not be considered as one of his options. Ald. John Shortreed was unable to vote because he missed last week‘s public meeting on the proâ€" posal. know the more you‘ll appreciate Wesseling‘s. *Expert Service.
