(December 1986) e to enhance communications with owners, merchants and tenants in the Uptown Area by continued processes of advice and information concerning the Uptown Area of the City. & to prepare terms of reference and undertake a design study of a physical plan for the Uptown Area to include pedestrian movement, aesthetics, landscaping and physical design. (Start Spring, completion Winter 1986) e to anticipate the commencement of construction of a Ceramics Museum, undertake studies to provide for siting of the museum in an appropriate location in the Uptown Area, and include a strategy to attract other museums. & to conduct a comprehensive study of parking in the Uptown Area leading to a specific strategy of ownership of lands and operation of parking for The Council of the City of Waterloo, through a collaborative, consensus seeking approach, has embarked on a new process of determining Goals and Objectives. These goals and Objectives will provide for the direction of our City. This direction wil determine policy and action by the Council and its administration in the coming year. . The following Mission Statement and Goals and Objectives have been established for 1986. M "The Council of The City of Waterloo is committed to providing leadership to maintain a safe and pleasant community and a positive, open, friendly, innovative and action orientated government. The City shall provide efficient delivery of quality services. This involves identifying and anticipating needs of the community. It involves taking action considering the City‘s financial resources. It also means the involvement of residents, businesses and organizations in the continued growth, development and operation of our community. The City shall be responsible for the efficient administration and management of our community and for accomplishing the objectives outlined including the selection, training and retention of highly qualified men and women as employees." The Goals and Objectives are, in the opinion of Council, attainable. They will be the subject of review during the 1986 Budget process leading to action planning by staff. It is the intent of Council that this process of preparing and presenting Goals and Objectives will continue from year to year. We consider that the process will strengthen our direction in the development and maintenance of a well integrated community. _ the Uptown Area for the future. & to concentrate resources on the promotion and facilitation of continued development of Regina Street to strengthen the Uptown Area. e to retain a Mennonite horse shelter facility in the Uptown Area. & to develop a continuous process to keep Council apprised of the development activities in the Uptown Area. & to complete the planning and design for the new City Hall space and develop a process of interaction with Council and the public as the project progresses. â€" FIRST ANNUAL REPORT CITY OF WATERLOO GOALS AND OBJ ECTIVES 1986 & to move towards a better understanding of present service levels in 1986 and begin Program Budgeting in 1987. e to work towards developing a long range view or plan for the City for the future & to improve our image through review and evaluation of our system of advertising and civic promotion and develop new and strengthened ap proather TOURISM & to undertake to evaluate the costs and benefits of our current tourism program and initiate ways and means of retaining more regional tourism dollars in the City of Waterloo â€" including special opportunities to promote tourism. e to take a leadership role with other special interest bodies to initiate discussions and action programs to improve tourism for our City. & to support bids for major events including conferences, conventions, championships and tournaments in the City of Waterloo. e to facilitate the placement of a prestige hotel in the Uptown Area through discussion with the Hotel industry. COMMUNITY SERVICES yxmnreey s PLANNING INDUSTRY BE TTERNTNTET TT mm O ARCATL NAE ity of IMAGE/LEVEL OF SERVICE UPTOWN AREA e to facilitate and respond to Provincial Government and private sector initiatives to provide more rental housing in our Community. & to support the Task Force study on Student Housing so that appropriate action can be taken in late 1986 to facilitate the Task Force recommendations. e to further study and strengthen the residential areas of the Uptown, by investigating, facilitating and promoting the retention of family housing and the provision of Seniors housing in the Uptown Area. & to actively respond to the market demand for all types of residential accommodation. e that Council confirms the value of a process to establish Council and Administrative Goals and Objectives and action planning. & to operate a local system of government that is friendly, action orientated and open to the public. & to formally review and monitor on an ongoing basis, the City‘s Corporate Goals and Objectives and action planning process and to actively seek to strengthen the process over time. * e to seek to strengthen relationships with staff, public and media through improved liaison and communications. ~ & to review the present Council Committee structure and methods of conducting business to improve efficiency and effectiveness of Council. & to improve liaison and communications with the Region and with our boundary municiâ€" palities.
